The City of Anacortes (City) is seeking proposals from qualified firms to develop a Downtown Framework Plan for Commercial Avenue spanning from 12th Street to 3rd Street. The objective of this plan is to provide a comprehensive vision and design options that align with the goals set forth in the 2016 Comprehensive Plan, including improved pedestrian and bicycle safety, enhanced streetscape elements, economic development, historic preservation, event promotion, and the creation of public gathering spaces. I. SUMMARY The City of Anacortes (City) is seeking proposals from qualified firms to develop a Downtown Framework Plan for Commercial Avenue spanning from 12th Street to 3rd Street. The objective of this plan is to provide a comprehensive vision and design options that align with the goals set forth in the 2016 Comprehensive Plan, including improved pedestrian and bicycle safety, enhanced streetscape elements, economic development, historic preservation, event promotion, and the creation of public gathering spaces. II. PROJECT GOALS AND SCOPE OF WORK The objective of this process is preparing a concept downtown master plan (Framework Plan) which establishes a vision for Downtown Anacortes and includes a detailed strategic implementation program with prioritized actions. The plan should include both short-term priorities (less than 5 years) and long-term priorities (5 years and more). It is important to the community that the selected consultant assist in identifying any unique characteristics of the community that can be incorporated into design standards helping to create a distinctly "Anacortes" downtown identity.
