The Arkansas Game and Fish Commission is proposing to asphalt pave drives and parking area at the Hulsey Access on Lake Hamilton located at 350 Fish Hatchery Road in Hot Springs, Garland County, Arkansas. A. Contractor required obtain and meet requirements of the Arkansas Department of Environmental Quality Storm Water NPDES Permit No. ARR150000 and Pulaski County Floodway permit for construction within the watershed. B. Contractor shall safeguard the traffic on the access ramp area and Fish Hatchery Road during construction by placement and maintenance of proper traffic control devices (temporary signs) in accordance with AHTD regulations and keep Fish Hatchery Road clean during construction where traffic tracks rock/soils from parking construction project. C. Contractor to construct temporary erosion control devices for perimeter of site prior to work according to attachment and remove devices upon site soils being stabilized. Remove wheel stops for all parking spaces and replace. Replace with new ABC block wheel stops when ACHM is complete. Anchor with 12" x 'A" rebar. D. Shape, water, fine grade and compact the remaining site subgrade for islands and overflow areas in preparation for the ACHM ensuring positive drainage from the site area. Contractor will ensure base compaction. E. Contractor will install Class 7 sb2 base rock compacted 9 inches thick for all areas, fine grade and compact in accordance with the AHTD Standard Technical Specifications for Highway Construction 2014 Edition. F. Contractor will apply prime/ tack coat then install minimum 3" of compacted asphalt concrete hot mix Type II asphalt or equivalent, surface course over described of parking area and islands or the AHTD Standard Specifications for Highway Construction 2014 Edition. G. Contractor will take special care to keep asphalt edges packed, straight and uniform maintaining the required thickness. A large lay-down machine is preferred. Paint stripe lines (white) 4" same as prior to paving for vehicles and paint emblems for ADA mobility impaired sign in location shown on aerial also in accordance with AHTD Standard Specifications for Highway Construction 2014 Edition. H. Contractor will clean up all excess and smooth all areas for the perimeter disturbed during paving project and any exposed soil to be planted with annual rye grass with 2 inches thickness wheat straw placed over soils.
