INTRODUCTION The City of Glendale ("City") is soliciting proposals ("Proposal") from Certified Access Specialists (CASp), referred to herein as "Consultant", that are knowledgeable of the applicability of state and federal construction-related accessibility standards in order to provide Planning and Design services for the renovation of three park facilities. The City is seeking these pre-planning services for three (3) park facilities: Adams Square Mini Park, Mayor's Bicentennial Park, and Scholl Canyon Ball Fields. Entering into a Professional Services Agreement will be contingent upon approval of the City Manager and/or City Council. Proposals must be submitted in accordance with all requirements of this RFP. Deviations, clarifications, and/or exceptions must be clearly identified and, if appropriate, listed separately as alternatives for consideration. PROJECT SUMMARY The Americans with Disabilities Act (ADA) became Federal law on January 26, 1992. The fundamental goal of the ADA is to ensure equal access to civic life by people with disabilities. The Act comprises five titles prohibiting discrimination against disabled persons within the United States. In general terms, Title II of the ADA required state and local governments to make their programs, services, and activities accessible to persons with disabilities. It also establishes physical access requirements for public facilities (buildings and sidewalks, etc.). The City is seeking Proposals for CASp design services to address the necessary infrastructure and ADA accessibility improvements for the park facilities listed below. Note: Inventories and Recommendations shall be based on the Federal 2010 Standards of Accessible Design and the State of California, 2022 California Building Code (CBC). In the event of a conflict between the foregoing authorities, the more restrictive authority shall control. Adams Square Mini Park is less than a third of an acre and packs in a small playground for the kids, some picnic tables for the grown-ups, and a shady plot of grass. Completed in 2007, this former gas station site has been out of use since the 1980s but still includes the abandoned 1936 "streamline moderne" gas station, which now serves the park as a picnic and art pavilion. The City is in the process of replacing and updating the playground and adding a shade structure, requiring permits, which in turn necessitates an ADA accessibility plan. The park does not have dedicated parking (street access only) or a restroom. A total project development budget for all City and Consultant soft costs and construction costs is $500,000. Mayors' Bicentennial Park is a small neighborhood park adjacent to State Route 2 with a playground, restrooms, parking, grassy areas, and meandering concrete pathways with several wooden bridges over ephemeral streams. Dedicated in 1991, the park was part of land deeded to the City by CalTrans in 1982. The playground was installed in 2005 and is now being replaced and will include a shade structure. Since the project will require permitting, an ADA accessibility plan will be required. Since the site is sloped, ADA compliance measures may be limited to 20% of costs (CBC 11B-202.4, Exception 8). A total project development budget for all City and Consultant soft costs and construction costs is $500,000. Scholl Canyon Ball Field is part of the Scholl Canyon recreation complex in Glendale, built in 1981 on a closed portion of the Scholl Canyon Landfill (which opened in 1961). The City is seeking to develop an additional bullpen on the north side of Field #1. Since the bullpen's fencing will exceed 7ft in height, a permit will be required, which in turn necessitates an ADA accessibility plan and ADA improvements. A total project development budget for all City and Consultant soft costs and construction costs is $100,000. SCOPE OF WORK The City of Glendale ("City") is soliciting proposals from highly qualified Certified Access Specialists (CASp) that have experience in complying with Title II of the ADA for public facilities to provide ADA Accessibility Inventory and Recommendations for the above-mentioned projects ("Project"). The purpose of the Project is to review the physical features of each property for construction-related barriers as they relate to the ADA and to provide a recommendation for barrier-removal of the observed conditions according to industry standards. Proposals must include: o Firms' qualifications, including previous applicable projects. o List of references. o Schedule for completing the project. o List of personnel proposed to work on the project, including resumes and the percentage or amount of time that each individual will work on the project. The same must be included for any proposed subcontractor. o Schedule for completing the project. o Cost proposal in a clear format, breaking down costs by task per site.
