Question Deadline 01/31/2025 at 10:00 PM CT Question Cuttoff Date & Time Deliveries shall be F.O.B Destination. All lines are tied. Communication: Until a contract is awarded the sole point of contact for the solicitation is the Purchasing Agent identified in the solicitation. All questions must be directed solely to the Purchasing Agent listed in the bid opportunity. We encourage vendor to upload all questions on or before the question cut off due date and time. Responses to questions will be communicated out to vendors via site. Bid Responses shall be submitted within site or signed and prepared in ink or typewritten in the solicitation documents provided. Telephonic, email or facsimile responses shall not be considered. Contract Award The Contractor will be awarded a twelve (12) month contract with an option to renew for five (5) additional years in twelve (12) month increments. Renewals are not a guarantee and must be mutually agreed upon between the contractor and the DOT. It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and capacity. Estimated Quantities The Iowa DOT estimates a purchase of 4 Brine Plants on the initial order. The exact amount of Brine Plants purchased per year is dependent on funding and Iowa DOT final approval. At this time, it should be understood there are no guaranteed minimum purchases and actual purchases may vary considerably based on actual needs throughout the contract period. Pre-Bid Meeting: The purpose of the Pre-Bid meeting is to discuss with prospective Bidders the work to be performed and allow prospective Bidders an opportunity to ask questions regarding the RFB. Verbal discussions at the Pre-Bid conference shall not be considered part of the RFB unless confirmed in writing by the Iowa DOT and incorporated into this RFB. The conference may be recorded. Questions asked at the conference that cannot be adequately answered during the conference may be deferred. A copy of the questions and answers will be posted on the DOT website for viewing.
