The project includes abandoning the existing Larsen Winchester Sanitary District wastewater stabilization pond system and constructing a LemTec treatment system at the existing wastewater treatment plant site. One of the existing ponds will be drained and graded, and the other will be abandoned in place. Proposed treatment components include a mechanical bar screen, a LemTec system by Lemna Environmental Inc. for secondary treatment, chemical feed system for phosphorus removal, a Lemna Polishing Reactor for ammonia removal, and UV disinfection. Influent and effluent flow meters and refrigerated composite samplers are also proposed. A control building will be constructed with four separate rooms on the first floor, including a bar screen room, a chemical feed room, an electrical and office room, and a blower room. A basement level room is proposed below the blower room to house the UV disinfection and effluent flow meter. The building will be of split block construction with a concrete floor. This project also includes extending existing force mains, adding sanitary and storm sewer, and water, aeration and chemical feed piping. Bid Security/Withdrawal/Rejection: No bid will be received unless accompanied by a certified check or bid bond equal to at least 5% but not more than 10% of the bid payable to Larsen Winchester Sanitary District as a guarantee that if the bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds, and Certificate of Insurance within fifteen days after the award of the Contract. If the successful Bidder files the Contract, Bonds, and Certificate of Insurance, the Owner shall return the check or bond upon execution of the Contract. If the Bidder fails to file the Contract, Bonds, and Certificate of Insurance, the amount of the check or bid bond shall be forfeited to Larsen Winchester Sanitary District as liquidated damages.
