Construction activities include replacement of pavement along Cunningham Street, Flemming Street, 7th Street, Hibiscus Street, and Colwyn Ave. The parameters of the project shall also include Union Street and Elmwood Court. The purpose of this project is to improve safety for pedestrians, bicyclists, and the motorized public. The project is in need because there has been a deterioration in the quality of the street pavement. All work would be within City right of way. This project involves removal and reconstruction of asphalt concrete pavement, PCC concrete cross gutters and spandrels, signage, and striping within the City of Highland, in the County of San Bernardino, California. All proposals or bids shall be accompanied by cash or a check payable to the City of Highland, certified by a responsible bank, for an amount which shall not be less than ten percent ( 10%) of the grand total bid or by a bond for the amount over and above all statutory exemptions, or by a bond of an accredited surety company. The check or bond will be declared forfeited if the successful bidder refuses to enter into a contract within ten ( 10) working days following receipt of the contract from the City. The successful bidder will be required to furnish a labor and materials bond and a faithful performance bond in the amount equal to one hundred percent ( 100%) of the contract price, such bonds to be secured by a surety company or surety companies satisfactory to the City Council of the City of Highland. For any monies earned by the Contractor and withheld by the City of Highland to ensure the performance of the contract, the Contractor may, at his request and expense, The successful bidder must possess a Class A or a combination of Contractor' s license( s) at the necessary to do the work at the time of award of this contract.
