As of August 27, 2025, the project is on hold indefinitely. *The closed solicitation has been included below for reference: The City of Fort Myers (the City), established in 1886, is located on the southern west coast of Florida. It is the cultural and trade center for Lee County and the surrounding area. The City was built on the site of Fort Harvie and was named for Colonel Abraham Charles Myers, then Chief Quartermaster of Florida. The City has approximately 1,000 employees serving a population of approximately 96,755 full time permanent residents with a population growth of 12% between 2020 and 2022. According to the Lee County Visitor & Convention Bureau, nearly 4.5 million people visit Fort Myers each year and spend over $4 billion dollars while in the area. Fort Myers has experienced unprecedented growth in its tax base, as the past (3), year over year percentage increases, were double digit. The City added a total of $5.0 billion to its tax base over the past five years, or 75.6%. The City is situated between Tampa and Miami along scenic U.S. Highway 41, also known as Tamiami Trail. Recent accolades for the City of Fort Myers include top ranking for best places to live, to retire, and to start a new business, safest cities in America, #4 college town in Florida, and most recently the 3rd fastest growing place by U.S News and World Report. The City of Fort Myers is committed to providing exceptional municipal services to residents, businesses and visitors in a fiscally responsible manner while preserving the City's rich history, diverse culture, and charming lifestyle. The DBT will be required to prepare a design to lead directly into the construction of the replacement water main. All proposed improvements will occur within the existing PUE and therefore will not require any coordination within private or state jurisdictions. If the work is to occur outside the PUE, the DBT will be responsible for further permitting, design and coordination within the proposed area. The proposed main replacement will improve reliability of the water main, which will be in response to several failures along this segment of water main, as well as provide improved monitoring capabilities. (ie. a bi-directional flow meter, telemetry with remote monitoring, SCADA signaling, required power, etc.). This replacement project begins approximately 800-900 feet south of Mile Marker 133.5 on the west side of I-75 within a 30-foot Public Utility Easement (PUE) and will continue to approximately 650 feet south of Mile Marker 133.0 to an unfinished service road located south of the Reflection Isles Planned Unit Development (PUD) (refer to Figure 1: Existing Main Location). All proposed improvements will occur within the existing PUE and therefore will not require any coordination within private or state jurisdictions. If the work is to occur outside the PUE, the DBT will be responsible for further property acquisition, permitting, design and coordination within the proposed area. The existing PUE includes the existing 24-inch water main, a 12-inch reclaimed water main and a 12-inch force main. The mains are within 9-feet of horizontal separation of one another and currently have 3-feet of cover. The beginning of the run to be replaced will be after the pipe crosses under I-75 and turns to the north. Exact location to be determined by the DBT and as approved by CITY. The DBT will tap the existing water main with the proposed main once the main has fully exited the I-75 R/W. The scope of engineering services will include Project Management, Survey, Basis of Design Report (BODR), 60% design documents, 100% construction documents and installation of a new 24-inch water main. The existing 24-inch water main will be removed and properly disposed of. The design will include connections to existing water mains and will include complete appropriate valving, appurtenances, and fittings. These connection points will be further evaluated and determined with the consultation of the CITY. MBE (15%)
