The City of Phoenix is seeking a qualified consultant team to provide engineering services for new groundwater production Wells 311, 319, and 320. Services will include design and possible construction administration and inspection services (CA&I) for Wells 311 and 320, and CA&I for the Well 6A-W319 project, which includes booster pump station (BPS) 8A-B3 and pressure reducing valve station (PRVS) 6A-R2. The total estimated construction cost is $39 million. The City plans to finish development on three well site projects that were previously under the Water Production Wells and ASR Wells Phase 2 project. All three of these well sites are on existing Water Services Department (WSD) properties, with each new well either replacing or supplementing an existing well that is located on-site. The goal of these wells is to augment the City's potable water resources during times of longterm water shortages, emergency outages, and meeting potable water distribution system demand balancing. Additional operational usage may be evaluated during detailed design. All three well sites will include, but shall not be limited to, the following scope: o New groundwater production well, including all new well equipment (pump, motor, column, etc.) o Arsenic Treatment Facility o Equalization basin, with pump-to-waste and sewer discharge pumps o Installation of mechanical equipment for the well, such as exposed and buried piping, valves, and actuators o New electrical equipment and all new instrumentation o Site egress, grading, and drainage improvements. The design services will be required for Well Sites 311 and 320. The Well 6A-319 project is being designed under a separate contract. Depending on the site, the design services may include any or all, but shall not be limited to the following: Well Design and Drilling The well design and drilling support services scope shall include, but not be limited to: o Prepare and assist the City in a 5% Design Concept Report (DCR) for the siting of the wells, with a monitoring well if required, and required ancillary infrastructure electrical, mechanical, treatment system(s), temporary and permanent civil site improvements o Prepare and submit Well Impact Analysis Report(s) o Prepare and submit design specifications for new well drilling and installation o Prepare and submit specifications for inspection, cleaning, and rehabilitation of existing wells o Professional services during construction shall include, but not be limited to: o Well installation and testing report, documenting all activities related to the well drilling, construction, development, and testing. o Lithologic and geophysical logging, including spinner log analysis. o Zonal and depth-specific sampling. o Falling head tests. o Well screen slot size and filter pack design. o Evaluating and inspection of construction materials (casing, filter pack, annular seals, etc.) o Air-lift development o Pump and surge development o Aquifer testing o Well video inspection and analysis o Recommendations for corrosion mitigation. The City of Phoenix reserves the right to reject any or all Statements of Qualifications, to waive any informality or irregularity in any Statement of Qualifications received, and to be the sole judge of the merits of the respective Statements of Qualifications received. The City reserves the right to disqualify any Proposer on the basis of any real or apparent conflict of interest that is disclosed by the proposal submitted or any other data available to the City. This disqualification is at the sole discretion of the City. Any Proposer submitting a proposal herein waves any right to object now or at any future time, before any body or agency, including but not limited to, the City Council of the City of Phoenix or any court Pre bid notes: A pre-submittal meeting will be held at 200 W. Washington Street, City Hall Conference Room 8 East and via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested firms attend the presubmittal meeting.
