Renovation of a library in Parsons, Kansas. Completed plans call for the renovation of a library.
The Project consists of removing existing windows and upgrading to new windows in two locations for the Parsons Public Library. The project includes demolition of existing sloped window units, site grading, and construction of new window units in two locations, framing, finish, and retrofitting of the mechanical, plumbing, and electrical systems associated with that work per drawings. The project shall not include landscaping, fixtures and owner equipment. Bids will be received for a single prime Contract. Each proposal includes a Base Bid Amount which represents a summary of all costs except alternates. There may be Alternative Bid Amounts to be included in the bid as indicated on the bid form. Bid security shall be furnished in accordance with the Instructions to Bidders. The owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Federal prevailing wage rates to be paid under the contract, Section 3 of the 1968 Housing Act, Segregated Facility, Section 109 of the 1984 Housing and Community Development Act and Executive Order 11246, and the Civil Rights Act of 1964. This agreement is for services related to a project that is subject to the Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budgets Memorandum M-24-02, Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure.Contractor shall include Manufacturers Certification for BABA requirements for all BABA-covered items to be incorporated into the infrastructure project Contractor shall comply with BABA requirements, including coordination with manufacturers, distributors, and suppliers to correct deficiencies in any BABA documentation.. All persons awarded and/or entering into contracts with the Owner shall be subject to and required to comply with applicable county, state, and federal provisions pertaining to nondiscrimination, labor standard, equal employment opportunity and affirmative action on public contracts. The project is being partially funded by the Small Cities Community Development Block Grant Program managed by the Kansas Department of Commerce. Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE) are encouraged to submit any irregularities therein. No bidder may withdraw his bid within 30 days after the actual date of the opening thereof.
