Renovation of a multi-residential development in Virginia, Minnesota. Completed plans call for the renovation of a multi-residential development.

Exterior Building Restoration, Window Replacement and Site Improvements Project The Virginia Housing and Redevelopment Authority will accept separate bids for the furnishing of all labor, materials, tools ,equipment, and services necessary for the Exterior Improvement Project Including Window Replacement & Masonry Repair including all associated work required to install / repair same as shown in bid documents. The Columbia Apartments - 600 N 3rd Ave Virginia, MN 55792 The Rouchleau Apartments - 602 N 3rd Ave Virginia, MN 55792 It is the Housing and Redevelopment Authority's intention to award a single prime contract to the lowest bid for the project listed above, based on available funding. The projects construction start is anticipated to be in Spring 2025. It is the Bidder's responsibility to inquire as to the addenda issued. A certified check or bank draft, payable to the order of the Virginia Housing & Redevelopment Authority, negotiable U.S. Government Bonds (at par value) or a satisfactory bid bond executed by the Bidder(s) and an acceptable surety, in the amount of five percent (5%) of the total bid, must be submitted with each bid No less than minimum salaries and wages set forth in the contract documents must be paid on this project (including the higher applicable minimum wage requirement of Davis Bacon and MN prevailing wage law -Minnesota Statutes 177.41 through177.44.). Contractors must take affirmative action to ensure that employees and applicants for employment are not discriminated against because of race, color, creed, religion, national origin, sex, marital status ,age, sexual orientation, disability, familial status, or status regarding public assistance. HUD, Section 3 Compliance & Documentation are required on this project as stipulated in the Bid Documents and HUD Standards. Successful bidders must furnish and pay for satisfactory performance and payment bonds, in the penal sum of the full amount of the contract awarded. The Virginia Housing & Redevelopment Authority reserves the right to reject any or all bids, to waive any informalities in the bidding and to award the contract to the lowest responsible bidder. A. This is a window replacement and exterior improvements project and is not intended to affect the overall structure of the building or it's components. The full scope of work is shown on the construction drawings and as specified elsewhere in this Project Manual however the following is an abbreviated list of the general scope of work: 1. Removal and replacement of all concrete sidewalks and select concrete curbs at both the Columbia Apartments and Rouchleau Apartments. 2. Selective removal and replacement of exterior entry concrete conditions at both the Columbia Apartments and Rouchleau Apartments. 3. Selective repair, restoration, and brick replacement of masonry conditions and all associated components at both the Columbia Apartments and Rouchleau Apartments. 4. Removal and replacement of all exterior building joint sealants; including sealants around all existing devices or components not scheduled to be removed and replaced with new. at both the Columbia Apartments and Rouchleau Apartments. 5. Removal and replacement of all exterior windows and all associated components, including tenant unit AC sleeves at both the Columbia Apartments and Rouchleau Apartments. Work excludes replacement of entry storefront systems. B. Contractors shall use the construction drawing set and this project manual as a guide for exterior improvements. Nothing contained in the drawings or project manual specifications shall be construed or interpreted as "structural engineering services". If during the course of construction the contractor encounters existing conditions or circumstances that would require a structural engineering judgement the contractor shall notify Owner / Architect to obtain such judgement in which case Owner shall employ structural engineering services on a limited basis. 1. removal of and replacement of existing window assemblies, interior and exterior sills, window treatments and all related items as per construction documents. 2. removal of existing ac sleeve assemblies, and installation of new ac sleeves and associated components. 3. scraping, priming and painting of existing mechanical louvers as per construction documents. 4. facade masonry restoration work as per construction documents. 5. civil and site hardscaping work, including but not limited to demolition and reconstruction of existing sidewalks, limited parking lot surfacing, patios and curbs.
