The City of Kodiak is soliciting proposals from qualified firms and individuals to provide general engineering services. The City of Kodiak has the need for a firm with a single point of contact directly engaged in contract performance to serve under the title of "City Engineer". This position is responsible for providing engineering services necessary for the planning, design, construction, and maintenance of the City's public facilities. Work to be performed will be accomplished through a task order process. SCOPE OF SERVICES The selected firm shall provide engineering services to the City of Kodiak that include, but are not limited to, the following: a) Provide management and coordination of projects including the preparation of bid specifications and preparation of Invitation for Bids or Request for Proposals and the bidding process. b) Assist the City Manager and Department Directors in the development of the City's capital improvement plan projects and budgets. c) Manage architectural/engineering (A/E) services to ensure deliverables are received on schedule, within budget and are in the best interests of the City. i. Manage procurement process. ii. Monitor A/E services to ensure scope, schedule and budget are satisfactorily maintained. iii. Coordinate with respective Department Directors to ensure adequate communication. d) Manage construction contracts to ensure projects are received on schedule, within budget and are in the best interests of the City. i. Prepare bid documents. ii. Manage bidding process. iii. Administer construction contract iv. Coordinate A/E services for submittal process, and quality control testing/ inspections. v. Coordinate with respective Department Directors to ensure adequate communication. e) Attend City Council meetings as required or requested. f) Inspect minor construction projects for acceptance by the City. g) Provide technical advice to the City Council, City Manager and Department Directors on matters relating to public facilities. h) Provide the City with assistance in locating and obtaining funding for capital projects. i) Provide the City with assistance in developing grant and/or loan applications for capital projects. Respondents must have experience in municipal engineering to include the following facilities and functions: composting, streets, drainage, ports and harbors, and water and wastewater. In addition, respondents must have a working knowledge in the other engineering disciplines (electrical, mechanical, structural and environmental). The City currently has ongoing engineering contracts with A/E firms on several projects the City Engineer will work with. A list of the current city projects can be found on Attachment V. Electronic copies must be submitted in Adobe Acrobat (.pdf) format on a USB thumb drive(s). Please note that priority mail through the U.S. postal service usually requires at least one week for delivery to Kodiak Island, and that overnight delivery service from the lower 48 states to Kodiak takes a minimum of two days; commercial flight schedule to Kodiak frequently are subject to delays or cancellations due to weather conditions. Proposals received after that time will not be opened, accepted, or considered. All costs associated with the preparation, submission, presentation or evaluation of this proposal are the Proposer's responsibility. It is the sole responsibility of the Proposer to see that their proposal is submitted prior to the scheduled due date and time for RFP submittals. Late proposals are proposals not submitted to the City Manager's Office by the time and date set as the submission deadline. No proposals will be accepted after the scheduled due date and time. Selection of an engineering firm shall not be construed as an award of contract, but as commencement of contract negotiation, including but not limited to the contract price proposed. Interviews (if needed) Week of February 24, 2025 Selection Committee Evaluation Week of February 24, 2025 Contract Award and Approval by City Council March 13, 2025 Commencement of Contract April 1, 2025 The term of this Contract shall be one year from the date of execution and approval of the Kodiak City Council, with an option to renew this Contract for an additional one-year period upon mutual agreement of the parties. The option to renew shall be contingent upon a favorable review of the contracted services nine (9) months into the initial contract period and the continuity of the Engineer's Designated Representative. The method of Contractor Selection has not been Determined at this time.
