Albany Transportation System Plan Update A Disadvantaged Business Enterprises (“DBE”) goal is anticipated. ODOT is delivering this Project on behalf of the City of Albany. The City of Albany is responsible for the final selection and assignment of consultants, pursuant to ORS 279C.125 and OAR 731-148-0260. Interested Parties are advised: - Only Consultants that have been awarded a Price Agreement from the TLUP-21 Price Agreement series may respond to the upcoming mini-solicitation. - This is not a Request for Proposal ("RFP") or a Request for Information ("RFI"), therefore a solicitation package is not provided with this posting. - Do not submit Proposals or Offers in response to this Pre-Solicitation Notice. All Proposals and Offers received by Agency in response to this notice will be rejected. - Information provided under this Pre-Solicitation Notice is subject to change. - This project may be delayed, cancelled, or revised at any time. Solicitation Bid Opening Date ("Close Date") It is anticipated that the Mini-RFP will close approximately 35 calendar days after it is posted on Oregon Buys. The actual date and time that proposals will be due will be available in the Mini-RFP document and in Oregon Buys. This date and time may not be amended by ODOT unless it is in the Agency's best interest. After the solicitation is issued, all questions must be submitted to the Single Point of Contact listed on the Mini-RFP. RFP Evaluations / Interviews and Follow up Questions It is anticipated that Mini-RFP evaluations will be conducted within 14-21 calendar days from the Bid Opening Date. Agency will reserve the right to conduct interviews or request responses to follow up questions at Agency's discretion. Desired Project Objectives and Outcomes: The Project will develop an updated TSP and draft implementing regulations that include: o Goals, policies, performance measures, and implementing regulations that support the City's Comprehensive Plan and create a safe and reliable multimodal transportation system that supports a thriving economy; o Standards and solutions to develop a safe, efficient, multimodal transportation network based on the needs of existing and planned land uses; o A transportation system funding and financing strategy to support the development of the identified transportation system; and o Analysis and documentation to demonstrate compliance with all applicable requirements to support adoption of the TSP, including local criteria, Oregon's Transportation Planning Rule, and relevant Statewide planning goals and administrative rules.
