10 V.S.A. 6603c and 10 V.S.A. 6618 requires that a portion of the Solid Waste Management Assistance Fund be used for municipalities to meet requirements for proper management and diversion of household hazardous waste and landfill banned materials as outlined in their Solid Waste Implementation Plans. Each year, the State awards approximately $614,000 to support municipalities through Participant Support Cost Awards. The awards are based on a set formula explained in the "Funding Allocation" section of this RFA. DEC is seeking applications for the Fiscal Year 2025 Solid Waste Implementation Program (SWIP). 1. The overall purpose of this award is the completion of the following projects that directly benefit the Awardee's residents and Very Small Quantity Generators (VSQG) businesses: a. Projects for collection and management of household hazardous waste (HHW), VSQG hazardous waste, special waste, and landfill-banned wastes consistent with requirements of the Vermont Materials Management Plan (MMP). b. Projects that implement the requirements for public space recycling, collection and processing of mandatory recyclables and food scraps, leaf and yard debris, and clean wood as specified in the Universal Recycling Law. c. Projects that fulfill requirements as defined in the Vermont Materials Management Plan (MMP) for Solid Waste Implementation Plans, not including staff time. 2. Items may include one or more of the following: a. Support the collection and management of HHW and VSQG hazardous waste. b. Provide outreach and outreach materials to residents, businesses, and schools on the diversion of recyclables and/or food scraps such as compost units and related equipment, containers, signage, and printing costs for these materials. c. Create at least one recycling location in the community to collect clean wood and/or leaf and yard debris for composting or recycling. d. Create at least one recycling collection location in the community to support asphalt shingle recycling. e. Other tasks in accordance with the MMP All work is to be completed between April 1, 2025 and April 30, 2026.
