The purpose of this Invitation to Bid (ITB) by the City of Harrisonburg, Virginia (City) is to solicit sealed bids from interested vendors (Bidder) to provide selected size ductile iron pipes, fittings, and valves. Pipes will be purchased as a singular event, open to singular or multiple deliveries, and shall be a coordinated effort with the pipe supplier and City of Harrisonburg. Pricing in the bid schedule shall remain firm throughout the procedure as follows. o Within 30 calendar days from the "Date of Closing" the City will issue a "Notice of Award" and will simultaneously provide final drawings per Section 3.5.1.2. o Within 14 calendar days from the date of "Notice of Award" the contractor shall respond by submitting a package containing the catalogue cuts and specifications (3.5.1.1), the materials listing & price summary (3.5.1.2), and the Lay Schedule (3.5.1.3). o Within 14 calendar days from receipt the City will complete the review of the contractor's initial submittal package. If approved, the City will issue a "Notice to Proceed". If not approved, the City will issue a "Delay of Notice to Proceed" that will require the contractor to resubmit. The resubmittal shall recognize an additional 7 calendar days for the City to complete another review. o The contractor shall make full delivery within 75 calendar days from the earliest date from the "Delayed of Notice to Proceed" or "Notice to Procced". This procurement utilizes federal funds from the U. S. Environmental Protection Agency (EPA) and is subject to special terms and conditions as listed herein. PRE-BID MEETING: N/A DATE/TIME LAST DAY FOR QUESTIONS: February 12, 2025 on or before 12:00pm (noon) local time Questions related to the RFP or requests for clarification shall be directed to the Procurement Manager for the City of Harrisonburg, by email (Questions@harrisonburgva.gov). Oral questions will not be permitted. All questions must be received no later than the date and time listed on the Cover Page of this RFP. It is the responsibility of all Offerors to ensure that they have received all addenda and to include signed copies of all addenda with their proposal submission. The City reserves the right to reject any and all bids and will further reserve the right to waive or not waive any informality in any bid. The City reserves the right to ask for additional information from the vendor to determine whether a company is responsible. The successful bidder shall submit a recent W-9 to the City Purchasing Office via email (Purchasing@harrisonburgva.gov) or fax (540-432-7779) within fourteen (14) calendar days of contract award. The subsequent contract will be a firm-fixed price contract for a one-time purchase of the materials listed herein. There shall be no options for renewal of this contract. BONDING REQUIREMENTS: If a bid security is required, it shall be provided in the amount of 5% of the total bid value unless otherwise specified. Bid security must be in the form of a cashier's check, certified check or bid bond issued by a surety. The City reserves the right to retain the bid security of all bidders until the successful bidder enters into the Contract or until 90 days after bid opening, whichever is sooner. If performance and payment bonds are required, the contractor shall provide each in the amount of 100% of the total contract sum.
