Site work and new construction of a mixed-use development in Victoria, British Columbia. Completed plans call for the construction of a 105,950-square-foot, six-story above grade, 134-unit multi-residential development; and for site work for a multi-residential development.

The purpose of this Request for Proposal ("RFP") is to select a Construction Manager (CM) to provide Services for the Pre-Construction and Construction phases of the CRHC's Swanlea Affordable Housing Development (Project). Construction Management Services for this project are to be provided under a CCDC 5B (Construction Management for Services and Construction) contract and project delivery method. This 134-unit development project is located at 898 Sevenoaks Road, Saanich, BC. In the provision of the Services, the Construction Manager must meet all CRHC required specifications contained herein. The CRHC reserves the right to award in whole or in part. Proponents may be awarded additional follow-on work without further competition. The Capital Region Housing Corporation (CRHC) is a wholly owned subsidiary of the Capital Regional District (CRD) with the mandate to develop and manage affordable housing to meet the needs of individuals and families residing within the capital region. In working to fulfill its mandate, the CRHC owns and operates over 2,000 units of affordable housing, providing homes to almost 4,000 residents of the capital region with low-to-moderate incomes. The Swanlea project is a proposed redevelopment of a 3,579 m2 (38,526 sf) site at 898 Sevenoaks Road, Saanich, BC, which is owned and operated by the CRHC. The existing development consists of 14 townhouse units, including two 3-storey and one 2-storey townhouse complex with common surface parking stalls and 12 ground-level garages. Through the redevelopment, all the existing structures and parking areas on site will be demolished. The proposed redevelopment will provide approximately 134 units of affordable rental housing on the site. The project is comprised of two(2) six(6) storey wood frame buildings located at the north and south ends of the site, converging around a central courtyard. Both buildings are constructed above a common reinforced concrete underground parkade, with a total gross floor area of approximately 9,842.9 m2 (105,950 sf). Due to the site's sloping topography, there is an approximate four-meter (13 feet) difference in elevation from north to south. This results in the first residential level of the south building being aligned with the parkade slab, yielding in five levels of woodframe structure above parkade for the south building and six levels for the north building. The common underground concrete parking garage provides a total of approximately 68 parking stalls, in addition to approximately 7 total surface parking spaces at grade level. Inquiries should be made no later than October 10, 2025, 2:00pm, PT ("Inquiries Deadline"). The CRHC reserves the right not to respond to inquiries made later than the "Inquiries Deadline". Inquiries and responses will be recorded and may be distributed to all Proponents at the discretion of the CRHC. The estimated construction budget is approximately $41 million (M), excluding contingencies, based on Top-Down (Analogous) Estimating from CRHC historical data. A qualified Quantity Surveyor has been retained to prepare a Class C construction cost estimate, which is due in October 2025. An addendum may be issued to include the class C construction cost estimate. Class B and Class A construction cost estimates will be completed by the Construction Manager at the end of the 85% and 95% of Construction Documents stages, respectively.
