Site work and paving for a mixed-use development in Frankfort, Illinois. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; for paving for a playground / park / athletic field; and sidewalk / parking lot.
Village of Frankfort will be receiving sealed bids for Prairie Park Multi-Use Path Rehabilitation White Street and Bowen Street. The Work for this Project primarily consists of multi-use path removal and replacement, mill and overlay of a multi-use path, and the rehabilitation of an aggregate walking trail at Prairie Park. The Village of Frankfort reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason. Failure to make such a disclosure will not result in accrual of any right, claim or cause of action by any Bidder against the Village of Frankfort. The Village of Frankfort will award the Contract to the lowest most responsible and responsive Bidder, as determined by the Village. After bld opening, no bids may be withdrawn and all bids shall remain firm for ninety (90) days. Bids shall not include federal excise tax or state sales tax for materials and equipment to be incorporated in, or fully consumed in the performance of. the Work. An Exemption Certificate will be furnished by the Village of Frankfort on request of the Bidder, for use in connection with this Project only. The Work of this Project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. A prevailing wage determination has been made by the Village, which is the same as that determined by the Illinois Department of Labor for public works projects in Will County. The Contract entered into for the Work will be drawn in compliance with said law and proposals should be prepared accordingly and provide for payment of all laborers, workmen, and mechanics needed to perform the Work at no less than the prevailing rate of wages (including the prevailing rate for legai holiday and overtime work in and as applicable) for each craft, type of worker, or mechanic. This project is being funded by an Illinois Department of Commerce and Economic Opportunity Grant and as such must follow the Business Enterprise Program, Employment of Illinois Works, and Illinois Works Jobs Program as noted below and in the specifications. Public Act 96-1064 - Business Enterprise Program mandates that each award by grant or loan of State funds of $250,000 or more for capital construction costs or professional services is conditioned upon the recipient's written certification that the recipient shall comply with the business enterprise program practices for minority-owned businesses, female-owned business, and businesses owned by persons with disabilities of the Business Enterprise for Minorities, Females and Persons with Disabilities Act (30 ILCS 575/0.01 et seq.) and the equal employment practices of Section 2-105 of the Illinois Human Rights Act (775 ILCS 5/2-105). Based on this information, an overall Business Enterprise Program (BEP) Goal of 14% has been determined with 7% of grant dollars going to minority-owned business enterprises (MBEs or WMBEs) and 7% of grant dollars going to women-owned business enterprises (WBEs or WMBEs). These utilization goals are based on the availability of State-certified vendors to perform the anticipated direct subcontracting opportunities of the Utilization Plan (UP). Illinois Works Jobs Program Act (30 ILCS 559/Art. 20) requires that for Awards with an estimated total project cost of $500,000 or more, the Grantee will be required to comply with the Illinois Works Apprenticeship Initiative (30 ILCS 559/20-20 to 20-25) and all applicable administrative rules (see 14 III. Admin. Code Part 680). The "estimated total project cost" is a good faith approximation of the costs of an entire project being paid for in whole or in part by appropriated capital funds to construct a public work. Grantee must submit a Budget Supplement Form (available on the DCEO website) to the Grantor within ninety (90) days of the execution of a Grant Award (Agreement). The goal of the Illinois Works Apprenticeship Initiative is that apprentices will perform either 10% of the total labor hours worked in each prevailing wage classification or 10% of the estimated labor hours in each prevailing wage classification, whichever is less. Grantee is permitted to seek from the Grantor a waiver or reduction of this goal in certain circumstances pursuant to 30 ILCS 559/20-20(b). The Grantee must ensure compliance for the life of the entire project, including during the term of the Award and after the Term ends, if applicable, and will be required to report on and certify its compliance. All bid proposals must be accompanied by a bid bond or bank cashier's check payable to the Village of Frankfort for ten percent (10%) of the amount of the bid as provided in the Instructions to Bidders. No proposals or bids will be considered unless accompanied by such bond or check. The Contractor selected will also be required to comply with all applicable federal, state and local laws, rules, regulations and executive orders including but not limited to those pertaining to equal employment opportunity.
