Purpose Green County, seated in Monroe, WI, has an existing jail facility that is in need of replacement. We are looking for assistance in analyzing our current facilities along with our current and future jail needs to determine options for replacement. Our current Jail/Sheriff's Office is located adjacent to our County Justice Center and is connected through a secure tunnel. We believe it is in our best interest to consider options for replacement of the jail on the same parcel to maintain the efficiencies and other operational benefits that come with proximity to the Justice Center. The location of the parcel is currently shared with the Highway Department and Justice Center. The parcel is also in proximity to local schools and a daycare. The design and security of the jail facility should be of utmost importance to provide safety and security to the community. It will be essential that we are able to maintain Jail and Sheriff's Office operations throughout all phases of any new project. Additionally, the Highway Department will need to remain operational with impacts only to cold storage areas of their operation. The County is seeking a firm with significant jail/corrections/public safety experience in providing assessment, planning, approval, design and overall project leadership experience to collaborate with our Project Manager. The firm will need to assess and evaluate our needs and situation and recommend possible solutions based on recent and anticipated jail and public safety trends. The study will evaluate our existing facilities to confirm our conclusion for replacement, culminating in a needs assessment report. The resulting project program and design options for replacement of the Jail/Sheriff's Office, including 911 Communications Center and Emergency Management, office will be your platform to provide the County with concept fit plans, budgets and schedules to allow the County to make a fully informed decision on its direction for these facilities. If approved by the County, the selected firm would proceed with the construction manager to provide the County with full design and construction services. The purpose of this Request for Proposal (RFP) is to obtain information and qualifications from firms interested in contracting with the County to provide the services described in this RFP. Selection will be made based on response to RFP requirements, interviews (if needed), references/recommendations, and overall fit. The successful firm shall evaluate our current situation, perform necessary research, create a needs assessment report, develop conceptual designs, suggest options and collaborate with the Project Manager to provide an estimated schedule and cost for the selection option(s) summarizing all findings for the County and/or Board. This process may or may not result in an approval by the County to fund one of the recommended options. Assumptions 1. The County's current jail does not meet current or future needs, and has significant limitations for continued use as a jail. 2. The replacement jail needs to be located on the existing county-owned parcel for continued adjacency/connection to the Justice Center 3. The Highway Department needs to remain operational during all phases with the exception of loss of cold indoor storage and outdoor supply yard. 4. The Highway Department facility will be relocated to a different property in conjunction with this project, however the timing of that may or may not coincide with this project. Goals 1. Accommodate current and future jail needs and operations. 2. Accommodate current and future Sheriff's Office needs for patrol, detectives and administrative needs and operations including fleet and equipment storage. 3. Accommodate current and future 911 Communications Center needs and operations. 4. Accommodate current and future Emergency Management needs and operations. 5. Accommodate current and future Coroners Office needs and operations. 6. Identify and address facility, safety, security, space utilization, and technology needs in an efficient and cost-effective manner. 7. Maintain a safe and efficient Jail and Sheriff's Office environment that promotes public safety. 8. Operate safe, energy efficient, low maintenance facilities that promote necessary county operations. 9. Promote safe, efficient, collaborative work environments for county staff. 10. Provide facilities that support the Sheriff's Office mission of "Protecting the county through partnership and professional service". 11. Complete Phases 1-3 by April 30, 2025 or sooner. Timeline o Facility inspections/walk throughs January 13, 2025 to January 31, 2025 o Contact Sheriff Cody Kanable to schedule 608-328-9575 o Architect Interviews (if necessary) February 7, 2025 o Architect Selection (Board Approval) February 11, 2025 o Phase 1-3 completion April 30, 2025 o Phase 4 Design Start (Board Approval) August 12, 2025 o Construction Start Spring 2027 o Construction Finish Fall 2028 o County Occupancy Winter 2028/2029 Scope of Services Phase 1 - Needs Assessment and Facility Master Planning The firm will conduct a comprehensive analysis including needs assessment, site and physical facility programming and planning and space planning. The study should determine the jail's needs, including current facilities for age, condition, efficiency, utilization, expansion capability, useful life and consider future trends, staff and operational efficiency, demographics, etc. The study should include recommendations with both physical and fiscal considerations. New facility siting, space programming, new facility conceptual design, existing and future staff projections and cost estimating should be included. It is intended that remodel and/or reuse of existing facilities is not a feasible option. Building areas that should be addressed include; 1. Building Envelope - documentation of needs as known by the County, not exhaustive and/or destructive inspections to identify needs a. Roofing b. Doors/Windows c. Facade - masonry or other exterior material 2. Building Systems a. Plumbing b. Fire Protection c. HVAC d. Electrical 3. Site a. Parking Lots b. Lighting c. Walks / Hardscapes d. Sally Port access e. Utilities / Stormwater 4. Other Areas/Conditions to be Evaluated a. Americans with Disabilities Act (ADA) b. Known Building Code Deficiencies c. Inmate and Staff Traffic Flow/Circulation d. Identified of Jail Facility Needs - Both Space and Circulation focusing on efficiency, safety and functional needs 5. Exploration of Potential Solutions a. Impact on Existing Site/Grade b. Conceptual Floor and/or Site Plans for Proposed Projects c. Preliminary Cost Analysis for Proposed Projects (costs provided by Construction Manager) d. Assessment of removal of current facility and remediation of existing site. Phase 2 - Concept Fit Plans Analyze the site and buildings, and: 1. Conceptually design new jail facility options based on the County's current and future program needs, including a basic floor plan; 2. Conceptually design corresponding site plan options showing all site components required to support a jail, including drop off, parking, sally port, sidewalks, site signage and site utilities; 3. Conceptually design the Sheriff's Office to include 911 Communications Center and Emergency Management based on the County's current and future program needs, including a basic floor plan. Phase 3 - Grant or other funding sources If available, assist the County in applying for and securing additional funding sources. Phase 4 - Project Implementation (upon full project approval) If Phase 1 and Phase 2 are successful and the County is able to invest in improvements to their facilities, the successful architect will provide architectural, interior design, engineering, program verification, project management, digital/virtual design renderings of possible ideas, ongoing community/county engagement, and construction administration services commencing with schematic design and culminating with project completion/closeout. Selection Criteria Proposals will be evaluated based on: 1. Completeness of the information requested; 2. Experience, qualifications, references and past performance of Architect; 3. Process and Approach to Design; 4. Demonstrated collaboration with Counties and their construction manager; 5. Fee schedule; and, 6. Overall fit with Green County, our situation and our needs. Upon completion of the selection process and County Board Approval, the County shall notify the firms of the selections and ask the successful Architect to enter into an agreement. The successful firm will be required to provide a certificate of insurance to the County and a completed W-9 prior to the issuance of the purchase order and commencement of a contract. Additional Information The County may investigate the qualifications of any individual or firm under consideration, require confirmation of information furnished, and require additional evidence of qualifications to perform the services described in this RFP. The County reserves the right to reject any or all of the received proposals, to waiver formalities, to negotiate separately in any manner necessary, and to accept the proposal which appears to be in the County's best interest. All proposals must arrive by the due date and time in order to be considered. Responding firms will bear all costs associated with the RFP process. Requirements Proposals should include the following information, presented in a clear comprehensive, and concise manner to illustrate the firm's capabilities: 1. Name of firm, address(es) of main and satellite offices, telephone number including name and title of contact person for this RFP; 2. Firm Profile: Provide a brief overview of your firm highlight key strengths and/or points of differentiation and including the number of years your firm has been providing architectural/engineering services and experience with requested services; 3. Jail Experience: Provide photos and summaries of at least 3 similar projects for which the firm has completed similar services for in the past ten (10) years. Please provide a comprehensive list of all jail/correction/public safety projects designed by the firm. 4. County Jail References: Provide a list of at least three (3) counties for which the firm has completed similar services for in the past ten (10) years. Please include name, title, telephone number and e-mail address of the primary contact person for each; 5. Resumes: Provide resumes of the key personnel that will be assigned to the project. Include education background, experience and a list of similar studies and/or projects for which the individual has experience. Please note the County's primary contact and primary designer. 6. Consultants: Identify and provide information on consultants that would be engaged as part of the Project team; and, 7. Compensation: Provide a fee proposal for each of the four phases below: Phase 1 - Needs Assessment o To be proposed as a fixed fee, including reimbursable expenses o Include a list of any reimbursable expenses anticipated during Phase 1 Phase 2 - Master Planning/Concept Fit Plan o To be proposed as a fixed fee, including reimbursable expenses o Include a list of any reimbursable expenses anticipated during Phase 2 Phase 3 - Grant and/or Additional Funding Source Procurement o To be proposed as a fixed fee, including reimbursable expenses o Include a list of any reimbursable expenses anticipated during Phase 3 Phase 4 - Project Implementation (upon full project approval) o To be proposed as a percentage of construction costs based on the following scale: o Include a list of any reimbursable expenses anticipated during Phase 4 o Include a list of services included and excluded from your percentage fee proposals above.
