Ground Mount Solar PV Array Installation at the Green County Government Services Building The Green County Property Committee Reserves the Right to Reject Any or All Bids and to Make Such Award as They Deem to Be Most Advantageous to Green County. Green County is issuing an invitation to bid to qualified solar PV providers to construct a minimum 242 kwdc / 180 kW-ac ground mount solar PV system at the Green County Government Services Building (GSB) at N3152 WI State Hwy 81, Monroe, WI 53566 per the attached contract documents. The GSB facility is a 59,000 sq-ft facility constructed in 2017. The solar PV array is going to be located in the agricultural field due west of the facility as indicated in the project drawings. This project is funded through internal county sources. Focus on Energy and federal IRA direct pay incentives will be pursued as part of this project by the owner. This project is NOT part of the PSC Energy Innovation Grant Program. Consistent with the specifications, respondents shall have demonstrated experience designing, planning, scheduling, permitting, and constructing complete solar electric systems, have experience interconnecting with local utility, provide rebate support, provide system monitoring and have established onsite safety standards. Qualifications shall be provided with bid form as detailed in Bid Submission Guidelines below. It is expected that the PV system will be substantially installed in the spring/summer of 2025 and be operational by the fall of 2025. This project will be owned and operated by Green County. This document as well as corresponding drawings and specifications includes details about the site, electrical infrastructure, and performance requirements needed to provide a fixed price bid for completion of the project scope. Description of Site: The existing site details are included in the drawings and specifications. The geotech report from the original 2017 construction has been included as an appendix to the documents. Based on this geotech report, the entire site has shallow bedrock, and the bidders shall account for these conditions in their pricing. An updated survey was completed in November of 2024 and has been incorporated into these bid materials. Electronic copy of survey can be provided upon request (mbarnett@hga.com).
