Project Description: The Phase II Coulter Bay Campground expansion project includes additional campsites along the new Phase II Road. This will include electrical pedestals similar to Phase I of the project. Installation of precast concrete toilets is planned as well. Bidding questions shall be submitted on the website by 5:00 p.m. Mountain Time on February 17, 2025. All questions will be answered and provided to all prospective bidders via answers on the website or in the form of a written addendum posted on online by 1:00 p.m. MT on February 24, 2025. Questions received after 5:00 p.m. on February 17, 2025, will not be addressed. Each project valued equal to or above $150,000.00, a bid is required to have a bid deposit in the amount of ten percent (10%) of the total bid, which shall be in the form of a bid bond, cashier's check, or certified check (a copy will not be accepted) drawn on a reliable bank and made payable to the State of Wyoming (no personal checks will be accepted), or an electronic bid bond with Surety 2000. The Procuring Agency will release the bid bond if the bidder is awarded the contract; when the contract is executed; and when all additional documentation required by contract is received and approved. When the bid is equal to or above $150,000.00 the successful bidder must make a good faith attempt, within twenty (20) calendar days after notification of the award, to deliver to the Procuring Agency an executed Bidder's Performance and Payment Bond in the amount of at least equal to one hundred percent (100%) of the accepted bid as security for the faithful performance of the contract. Bids may not be withdrawn for a period of thirty (30) days after the bid opening. Bids which modify any of the provisions of the Bidding or Contract documents will not be considered. Tentative or Estimated Project Completion Date 7/18/2025 Acceptance of Bids The Procuring Agency reserves the right to reject any and all bids, and to waive bid irregularities as defined in the SCD Rules, Chapter 1 Section 2 when it is determined to be in the best interest of the State of Wyoming to do so. Bids with improper or missing signatures or lacking legible numerical values shall be rejected by the Department or Procuring Agency. The Procuring Agency reserves the right to use procurement software and related technology, including but not limited to opening, noting, and time stamping receipt of bids.
