The California Department of Food and Agriculture needs a contractor to provide controlled temperature biological chambers emergency repair and maintenance services for the Integrated Pest Control Branch at 5100 Douglas Avenue, Shafter, CA. The CDFA reserves the right to renew this agreement for two (2) additional one (1) year(s), if needed, with the successful bidder at the end of the agreement term, provided funding to do so is appropriated for this purpose in subsequent budgets. Proposed renewals are assessed annually for approval by the California Department of General Services and CDFA according to program direction, funding, consistency of price and scope of work continuity. Description of Services This is an Agreement in which the Contractor shall provide controlled temperature biological chambers emergency repair and maintenance services. The Contractor will be compensated for the services in accordance with the rate(s) specified in Exhibit B - Attachment 1, cost proposal, which shall include all labor, equipment, parts, devices, materials, tools, licenses, permits, supervision, inspection, insurance, transportation, travel and per diem, and every other item of expense necessary for the California Department of Food and Agriculture's (CDFA) Integrated Pest Control Branch located at 5100 Douglas Avenue, Shafter, CA. . A list of all equipment to be covered by the service contract can be found in Attachment 2. Contractor Responsibilities The Contractor shall: Diagnostics and Repair: 1. Provide same day phone support, scheduled response time, and repair during business hours within 24 hours or sooner. 2. Provide emergency, after-hours and holiday service and repair as needed. 3. Perform on call, as needed diagnostics and repairs as requested by the CDFA Contract Manager or designee to keep temperature regulation and refrigeration units, including all cooling components, in accordance with manufacturing specifications. 4. Provide a written estimate of parts and labor to CDFA Contract Manager or designee. CDFA Contract Manager or designee must give prior authorization before any repairs can be started. 5. Service shall include all the necessary parts, including full replacement as needed, and labor including but not limited to lubrication, adjustments, verifications of performance, cleaning of valves and piping to ensure the equipment is functioning in the manner prescribed by the equipment manufacturer. 6. Test the unit's full range of functions to ensure proper operation at the completion of each visit. Maintenance: 1. Routine maintenance will be performed at the request of CDFA: a. Inspect and assess the entire unit, including the control system (temperature, alarms, lights, etc), the heating/cooling components, the electronics, chamber and chamber door seals, compressors, motors, fans, and other serviceable parts. b. Check for oil and refrigerant leaks within system. c. Inspect oil and refrigerant levels within system. Adjust as necessary. d. Inspect lighting and electrical components within each unit. Replace lamps and perform repairs to lighting and electrical components as necessary. e. Test and calibrate all mechanical and electronic controls. f. Calibrate temperature sensors. g. Inspect door seals, handles, and hinges. h. Clean condensing unit, fans, motors, evaporator, coils, and any other serviceable parts. i. j. Perform a system functionality test to ensure system is working properly. Any repairs needed will need prior authorization before proceeding from the CDFA Contract Manager or designee. Note: Contractor will have 30 days after each scheduled maintenance to submit invoice for payment.
