Question Deadline 02/06/2025 Questions relating to this solicitation shall be emailed to Jack Wu at bfspurchasing@honolulu.gov. Municipal Solid Waste ("MSW") are trash or garbage consisting of everyday items that are discarded by the City's residents and businesses. The MSW is collected and transported to the City's Honolulu Program of Waste & Energy Recovery ('H-POWER") facility. The MSW is sorted and processed and then incinerated at H-POWER, thereby creating electrical power. The City anticipates supplemental processing of MSW by the Contractor is needed during scheduled H-POWER maintenance outages which typically occur in March (maintenance on Boiler 3) and June (maintenance on Boilers 1 and 2); during unscheduled repair outages; during peak months (July, August, December, and January); and during the construction of the Waste Processing Facility Infeed Improvements Project (anticipated to start mid-2026). The estimated amount of MSW to be process is 100,000 tons annually. The Contractor shall furnish all necessary labor, equipment, materials, tools, supplies and appurtenances to process MSW into Refuse Derived Fuel ("RDF") for the Department of Environmental Services ("ENV"), City and County of Honolulu ("City"), Honolulu, Hawaii. The use of this contract is mandatory when the services are needed by ENV. Multiple Contractors. A. Multiple Contractors. The City shall have up to a maximum of two (2) Contractors- a Primary and Secondary Contractor, to provide the services herein. B. Priority of Providing Services. Whenever services are needed, the Primary Contractor shall be given the first opportunity to provide the supplemental processing of MSW. If the Primary Contractor is unable to provide the service at the requested date and time, the City shall offer the service to the Secondary Contractor. Performance Requirements. A. Item No. 1- Accept and Process Municipal Solid Waste. 1. Municipal Solid Waste. a. Collection and Hauling. MSWwill be collected from the City's residents and facilities and then hauled using City automated side loaders, manual rear-loaders, front-end loaders, tractor trailers or 40-cubic yard roll off vehicles to the Contractor's facility for processing b. Acceptance. Upon the City's arrival to the Contractor's facility, the Contractor shall provide all necessary equipment and personnel to receive, scale, and inspect the MSW load(s). 1) The Contractor shall provide a daily scale report to the City. The daily scale report shall include the following information: Ticket number. Date. License plate number. Origin (yard, transfer station or convenience center). Netweight (in tons). Timein. Timeout. Grossweight. Tareweight. c. The Contactor shall provide a suitable area entirely within the Contactor's facility to unload the MSW. The Contractor's facility must be clear and allow safe access to enter and exit onto public roads. 2. Unacceptable Waste. Unacceptable Waste ("UAW") may be mixed in with the MSW and is considered incidental. The Contractor shall be responsible for the removal and disposal of UAW to the extent possible. UAW may include, but not limited to, the following: a. White goods including stoves, washers, dryers, refrigerators, water heaters, steel cabinetry, etc. b. All construction or demolition debris or waste, including concrete blocks of any size or type, rebar of any size, corrugated metal siding, structural steel and scrap iron to any dimension, chain, metal/plastic pipes, sheet rock, roofing and road tar, drywall, banding material, treated lumber (including wood pallets using treated wood), etc. c. Land clearing debris including large tree stumps, dirt, compost, unearthed stone, etc. Loads containing greater than 25% of commercially generated green waste and greater than 50% of household-generated green waste. d. Automobiles, motorcycles, ATVs, motorized carts, vehicle parts, including drive line components such as truck or auto engines, transmissions, rear axle assemblies, front axles and suspension parts and batteries, fuel tanks, fenders, hydraulic hoses, wheels, and rims. Tractor or large truck tires of any kind. e. Wire and cable, including steel cable, wire rope, electrical transmitting wire of any kind f. Marine vessels in whole or parts, motors (inboard and outboard), fiberglass segments, mooring rope and lines, unprocessed marine cleanup debris containing uncut fishing ropes, netting, etc. Valves or machine parts from ships/boats. g. Large quantities of carpeting and bulk fabrics either rolled or loose. h. Large bolts and bales of any kind. i. j. Uncrushable, noncombustible, oversized material with dimensions greater than three (3) feet in any plane e.g., large/oversized tires, bathtubs, bulk metal items of any kind, large metal/plastic pipes, uncut irrigation tubing, glass, shopping carts, lawn mowers, etc. Machinery and machinery parts of all descriptions such as hydraulic pumps, gear boxes, steel shafting, bearings, gears, valves, springs, etc. (other than small household appliances). k. Containers or drums containing unused or waste chemicals, propane, oxygen, acetylene tanks and combustible liquids including fuel, crankcase oils, cutting oils, cleaning fluids, paints, acids, poisons, and similar materials. l. Hazardous waste- any item so marked, including chemical or radioactive materials, universal wastes, e-waste, lithium batteries, etc. m. Untreated infectious, biological and pathological waste, animal carcasses n. Explosive materials. o. Large quantities of sulfur containing material. p. Waste having free liquid. q. Soils and powders- sacks or containers with any type of solid or powdery debris, combustible and noncombustible. r. Semi liquid and bulk quantities of food waste which may be a health hazard or detrimental to the process equipment. 3. Processing of Municipal Solid Waste. UAWshall be removed from the MSW and the Contractor shall shred the MSW to less than six (6) inches in particle size. Metals shall be removed from the shredded material using a ferrous magnet or similar means. The Contractor shall be responsible for the disposal of all UAW or other recovered metals and recyclables. For each ton of MSW delivered to the Contractor's facility, the Contractor shall be compensated at the Unit Price rate as identified in Appendix C: Pricing/Certifications, Item 1, Accept and Process MSW Question Deadline 02/06/2025 Questions relating to this solicitation shall be emailed to Jack Wu at bfspurchasing@honolulu.gov.
