Prequalification of B - General Building Contractors MCEC ET 3rd Fl Inpatient Unit Refresh Estimated Construction Cost: $8,500,000 PROJECT DESCRIPTION: These projects involve the maintenance, repairs, and minor improvements of East Campus Medical Center ("East Campus"), formerly Alvarado Hospital Medical Center, focusing on patient care areas to enhance aesthetic experience and functionality. The work will primarily take place on the 3rd floor, with the potential to extend to the 4th, 5th and 6th floors as needed. The scope includes updates to patient rooms, such as wallpaper removal, wall preparation, wall protection, flooring replacement, and the installation of new casework, countertops, and solid surface sink tops. Additional upgrades could potentially include lighting, plumbing fixtures, ADA-compliant toilets, window treatments, privacy solutions, and the furnishing and equipping of patient rooms. Depending on operational requirements, the project may be completed in phases to minimize disruption to ongoing facility operations. The goal is to modernize the space to enhance patients and staff experience while creating a patient-centered environment that aligns with healthcare industry standards. The University seeks Contractors with demonstrated experience in healthcare facility renovations, particularly patient rooms, with a focus with inpatient room refresh including wall preparation, flooring replacement, ceiling tiles, casework, and countertops within an operational facility. Specific experience requirements include: addressing unknown and/or unforeseen field conditions in a timely manner while maintaining schedule; renovations / upgrades to existing outdated spaces within patient rooms and healthcare spaces; performing demolition work; ability to coordinate various trades (plumbing, electrical, HVAC); specialized surface resurfacing; cabinet installation; and ability to provide multiple teams / staff to fast-track a project within a short amount of time. Experience in coordinating multiple trades, managing projects on time and within budget, and adhering to healthcare safety standards is essential. Additionally, the contractor should be familiar with multi-floor renovations, phased construction, and post-construction support to minimize disruption. The estimated construction duration is 8-12 months. The Contractor shall have demonstrated an average annual business revenue of at least $5,000,000 over the last five (5) consecutive years. The Contractor must have demonstrated experience on their best three (3) comparable projects with the Contractor providing services as General Contractor within the last ten (10) years. Projects should have possessed the following construction challenges: Remodel work in a hospital requiring a high degree of infection control, coordination with users, multiple utility shutdowns, or other similar efforts to construct improvements with challenging obstacles in a demanding operational environment; Medical Facilities site work with limited construction and staging areas; Repair of medical facilities requiring proactive and innovative solutions due to noise, dust, vibration and pedestrian traffic while the facility is fully occupied and operational 24/7; Renovations/expansions requiring proactive and innovative solutions due to unknown and/or unforeseen field conditions; Project complexity requiring tracking of multiple functions and phases; Project complexity requiring critical path construction scheduling to complete on time while ensuring no impacts to patient and staff safety and hospital operations; and working within an infection-controlled space. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Potential bidders will be required to submit their small business outreach plan to the University as part of the prequalification process. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
