PROJECT DESCRIPTION The City of Springdale Engineering Department invites qualified firms to submit a Proposal for pavement condition inventory on our entire public street network. The City of Springdale maintains a public road system consisting of approximately 860 centerline miles of paved roads. The City of Springdale is seeking a firm to collect automated pavement condition data for roads within the city that the agency maintains. The awarded contractor shall provide the following: o Data quality management plan (DQMP) including equipment calibration and verification plan o Automated measurement of pavement condition data, including: o International Roughness Index (IRI) with equipment meeting ASTM E950, ASTM E1926, and AASHTO R56 o Asphalt surfaces: rutting, cracking (transverse, longitudinal, and alligator/pattern), raveling, patching, and potholes o Concrete surfaces: faulting, cracking (durability, linear, corner breaks), patching, corner spalling, and assessed slab count o Total crack length and average crack width must be measured and severities assigned per ASTM D6433 o PCI must be calculated for the above distresses following ASTM D6433 o Crack density, Pavement Surface Cracking Metric (PSCM), and Pavement Surface Cracking Index (PSCI) must be calculated per ASTM E3303 o Crossfall and grade o GPS coordinates and date-time associated with all data streams o Data summarized and aggregated to block-to-block segments according to provided City of Springdale GIS The Proposer shall provide a work plan to show how the Proposer plans to accomplish the work relative to methodology, tools, personnel, phasing, etc. The work plan should provide a Gantt chart or other living document indicating the different tasks that the Proposer anticipates undertaking with the approximate start and end dates relative to the Notice to Proceed.
