Site work and paving for a civil project in Topeka, Kansas. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
I. Purpose forRequest The City of Topeka (City) is requesting proposals for professional engineering services for Project No. 701038.00 "SW Topeka Boulevard from SW 37 th Street to SW 29 th Street" (the Project). The services include providing conceptual work regarding median modifications, engineering design and construction documents for the 2" mill and overlay, remove and replace curb and gutter where necessary, localized base patching, traffic signals at SW 37 th Street and SW 29 th Street, new electronics at the SW Croix Street traffic signal, and sidewalk ramps where necessary. Full reconstruction of the intersections of 37 th & 29 th shall be included in this project. There will also be City Utility Replacements, as directed by the City Utilities Department. The project limits may be extended to SW 38 th Street, dependent upon funding. II. BackgroundInformation SW Topeka Boulevard between SW 37 th Street and SW 29 th Street is a four (4) lane divided (raised median) asphaltic concrete roadway, experiencing subgrade and pavement failures, with concrete curb & gutter, and existing traffic signals at SW 37 th Street and SW 29 th Street. This section of SW Topeka Boulevard also has commercial development and significant traffic volumes within the project limits. The consultant must also be aware that SW Topeka Boulevard and SW Croix Street is a MAJOR fiber connection point for three (3) cables. III. Scope of Services This project will produce a set of drawings and project manual for a roadway reconstruction project. The project will be designed and constructed in accordance with the City of Topeka and Shawnee County Standard Technical Specifications. Basic Services provided may include, but are not limited to the following: A. Meet with City staff at critical stages throughout design. B. Perform field and topographic surveys. Coordinate with other City utilities and private utility owners. D. Design roadway improvements including 2" mill and overlay, curb and gutter, sidewalk ramps where necessary, new traffic signals at SW 37th Street and SW 29th Street, and pavement marking and signing, etc. Full reconstruction plans for the intersections of 37th & 29th. The consultant will work with the City's right of way agent, to obtain needed right of way and/or temporary easements prior to the letting. The consultant will prepare the necessary legal descriptions needed for acquisitions. E. Communicate and work with Rhythm Engineering to ensure the Insync detection corridor timing is optimized. Make sure to account for any new developments and their generated trips (will be provided Traffic Studies). The Project Manager for the City will help facilitate this communication. F. Work with Traffic Operations and incorporate their revisions into the new signals at 29th & 37th. Additionally, communicate all traffic markings and signs with this department and incorporate their comments into the design. G. Work with the City Project Manager and Utilities Department to determine utility replacements. H. Work with Development Projects to match their ROW Asset improvement with this project. I. Incorporate Utility Replacements into the project plans J. Develop a traffic control plan to carry traffic through construction or a detour if full closure is determined to be more suitable. K. Identify all utility conflicts and coordinate relocations with private utility companies as needed. Any relocations shall be accounted for in the phasing plan to ensure that there are not conflicts at the time of construction. L. Develop and submit conceptual drawings (30% complete) with an estimate of probable construction costs (EPCC). M. Develop and submit field-check drawings (60% complete) and an updated EPCC. N. Facilitate two (2) public meeting: to be held after office-check drawings are complete to introduce businesses to the project and gather input, the other meeting will be after bids have been received for construction. O. Communicate with adjacent businesses and property owners. Work with the Project Manager for the City and Communications department to ensure information about the project is well known and nobody affected by it will be surprised at the time of construction. P. Develop and submit office-check drawings and project manual (90% complete) and an updated EPCC. Q. Develop and submit final drawings, project manual, invitation to bid, bid form, and a final EPCC for the purpose of bidding the project. R. Respond to questions from prospective bidders as necessary. S. Prepare addenda as necessary. T. Prepare a tabulation of bids and make a recommendation of award for construction. IV. Deliverables Final project drawings, project manual with technical specifications, and cost estimates will be completed for a bid letting before the end of January 2026 and construction in the spring/summer 2026. The Engineering Division will administer the Project for the City. V. City Resources to Be Provided All information that the City has relating to the project will be made available to the selected firm. VIII. Proposal Format All information submitted becomes the property of the City of Topeka. Proposals received after the time indicated in this request will not be considered. Proposals are to be limited to a total of 10 (ten) pages (not counting front and back cover, cover letter, table of contents, and section dividers) using margins not smaller than 0.75" and font size not smaller than 10. The proposal should include the following: A. Project understanding B. Project approach C. Company background D. Similar experience E. Project team F. Proposed design schedule G. Exhibit (limit 1 page; 8"x11.5" or 11"x17"; e.g. preliminary alignment for the Project, plan-profile sheet from a previous project, public relations flier from previous project) IX. Selection Process The City will review all submittals and select the Firm that is deemed most qualified to begin the negotiation process for the scope of services and schedule of fees. If the City and the selected Firm cannot agree on scope and/or a schedule of fees, the City may terminate negotiations and proceed with selecting another Firm. Proposal evaluation scoring will be based primarily on the following considerations: A. 20% Project Understanding B. 20% Project Approach C. 15% Company Background D. 15% Similar Experience E. 15% Project Team F. 15% Proposed Design Schedule
