Q And A Open1/24/2025 10:26:00 PM Q And A Close2/7/2025 4:30:00 AM The City of Topeka is soliciting bids for the removal, replacement, and installation of three (3) feed sludge pumps and necessary accoutrements in the Solids Building at the North Topeka Wastewater Treatment Plant as specified below to support operations of the Water Pollution Control Division of Utilities. The proposed units must be new, unused, and shall be under current production. I. Deliverables a. Bidders are required to provide adequate data and information for bid analysis. The City of Topeka reserves the right to waive minor technicalities under these specifications. Any items appearing in the manufacturer's regular published base specifications furnished by the bidder are assumed to be included in the bidder's proposal. b. Bidders are required to submit the following documentation with each bid submission. The omission of any of these materials may be cause for rejection of bid. i. Warranty policy for the units ii. Listing of all exceptions to bid specifications iii. Technical and descriptive data on the units iv. Bid Bond v. List of Subcontractors vi. Addendums as issued by the City vii. Bidder must enumerate any and all exceptions to these specifications by attaching them electronically to this bid event. Not doing so may result in the rejection of the vendor's bid. Page 2 of 4 II. Specifications The feed sludge pumps as bid shall meet or exceed the specifications described on the specification sheet for the existing Moyno pumps and shown herein: PUMPS 1. Replace the three existing Moyno pumps with a rotary lobe style pump a. Remove existing pumps i. Removal will occur in 2 phases to allow for continuous operations. ii. Removal of existing pumps will require the contractor to place removed pumps and materials outside of the facility for the City to salvage and dispose of. iii. Removal of existing pumps shall also include the demolition of existing housekeeping pads on which the current pumps are installed on b. Install three new pumps in 2 phases to allow for continuous operations. i. Pumps will be labeled: N-S-FSP1, N-S-FSP2, N-S-FSP4 (there is no FSP3) ii. Installation shall include appropriate piping which shall include sample ports with 1 inch stainless steel ball valve on the suction side of pump. The ports shall be turned 90 degrees to discharge down. iii. Pumps shall be installed in a stacked configuration such that access to the lobes is not impeded. iv. Installation shall also include new housekeeping pads, in compliance with section 5.01 of the City of Topeka Standard Technical Specifications for commercial grade concrete, for the new pumps to be situated upon. c. The following pressure sensors shall be included with pumps: i. Suction side: 1. Pressure gauges - Pumps will have compound gauges with a Range of -30 to 30 PSI ii. Discharge side: 1. Pumps will have pressure switches with gauges with Range of 0-100 PSI to shut down pumps in the event of deadhead or blockage. 2. Performance data: a. 200 GPM @ 30 PSI - 15 feet of head b. Motor enclosure will be weatherproof such as NEMA 4X, designed to withstand direct hose wash down. 3. Rotor coating: Buna-N 4. Flange size 8" (suction & discharge) 5. Spare parts to include: a. Two set of lobes, seals, and wear plates b. Lobe puller 6. Existing pipe is ductile iron pipe. 7. The termination point will be where the existing piping can meet up with the new pumps. 8. Suction side may use Schedule 80 PVC, but discharge side must remain ductile iron. 9. A thermal overload will be needed to shut down the motor in case of overheating. Page 3 of 4 III. City Provided Services 1. SCADA connections and programming as required. 2. Electrical connection to pumps. 3. There is an overhead crane available with a two (2) ton capacity. 4. Door access is available via double doors but the crane does not travel from door entry to top of pumps and motors. IV. WARRANTY Warranty: Lump sum bid totals shall include a minimum 5 year prorated warranty on pumps, their parts and meet factory warranty requirements. Minimum 5 year non prorated warranty on the motor and meet factory warranty requirements. V. TERMS 1. Shipping: Material to be furnished shall be delivered F.O.B. destination, freight prepaid and allowed to the: North Topeka Wastewater Treatment Plant-Solids Building 1600 NW Button Rd Topeka, KS 66618. 2. Delivery Date: a. Bidders must enter their estimated delivery date of the pumps with their bid line response. b. Installation shall be completed within 4 weeks of pump delivery. 3. Bid Security Requirements: All bids must be accompanied by a cashier's check or a bid bond for not less than five percent (5%) of the amount bid, made payable to the City of Topeka, Kansas (Owner). The original bid security shall be in the office of Contracts and Procurement before 2:00 PM on the date the bid closes. 4. Payment and Performance Security Requirements: Contractor shall furnish performance and payment Bonds, each in an amount equal to the Contract Price as security for the faithful performance and payment of all Contractor's obligations under the Contract Documents. These Bonds shall remain in effect at least until one year after the date when final payment becomes due, except as otherwise provided by Law or Regulation or by the Contract Documents. The performance bond shall acknowledge the one year correction period in accordance with the requirements of Article 13. All Bonds shall be in the forms prescribed by Law or Regulation or by the Contract Documents and be executed by such sureties who are named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. All Bonds signed by an agent must be accompanied by a certified copy of the authority to act. Page 4 of 4 5. The City will only qualify rotary lobe pumps manufactured by Borger,Vogelsang, and Netzsch as acceptable for meeting City of Topeka specifications. Bids received for rotary lobe pumps not manufactured by the three brands specified herein will not be considered. 6. Totals: Bidders must enter their lump sum total for the units as specified herein on their line item response when submitting their electronic bid. 7. The City Reserves the right to purchase additional rotary lobe style pumps and/or parts at the bid price, subject to availability, within six months of the bid closing date. This bid event will result in the form of a six month contract with the awarded bidder, which will include six month fixed price for the City's right to order additional parts and/or pumps.
