Site work, new construction and renovation of a civil project in Shelbyville, Indiana. Conceptual plans call for the construction of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

In accordance with IC 5-23-5 et seg, the City of Shelbyville invites any and all qualified parties to submit Proposals including a Statement of Qualifications to collaborate during design development and construction drawing preparation to develop, construct, operate, and maintain improvements to its Publicly Owned Treatment Works Water Resource and Recovery Facility (WRRF) and collection system. At the sole discretion of the Owner these improvements may be constructed in phases by one or more Developers. The selection of a Developer or Developers may apply to both the initial phase and future phases of the BOT Program. Phases of the program may include, but not be limited to, a new Headworks, Raw Sewage Pumps, Maintenance Building, Anerobic Digester Rehabilitation, Chemical Storage, and Generator upgrades, on behalf of the City of Shelbyville. The proposed project includes, but is not limited to, construction of a new Headworks facility with mechanical screening and grit removal, replacement of four 4-MGD raw sewage pumps, relocation of a maintenance building, rehabilitation of interior Digester Piping, Phosphorous removal chemical storage, and generator upgrades. The City of Shelbyville reserves the right to enter into a Scoping Agreement with an offeror for preliminary design collaboration services prior to the City agreeing to move forward with the project. After the Scoping Period, the City of Shelbyville shall either make a recommendation to award the public-private agreement to an offeror, engage another proposer, or shall terminate the request for proposals process. The City of Shelbyville may refuse to disclose the contents of the Proposals during discussions with eligible offerors.
