The City of Banning ("City") is seeking a qualified entity or individual ("Company") to provide the services listed in the Scope of Work. The City anticipates selecting one firm to perform the services. Proposals are requested from Companies that have a demonstrated ability to perform the tasks identified in this Request for Proposal ("RFP"). Background The City of Banning is strategically located astride Interstate 10 between the Inland Empire and the Coachella Valley in the San Gorgonio Pass. The City, incorporated in 1913, has a rich and colorful history. Initially Banning served as a stagecoach and railroad stop between the Arizona territories and Los Angeles. This history has contributed to the present-day spirit of pioneer resourcefulness and "can do" attitude that is so prevalent in the community. Banning is a friendly and wholesome place to work and raise a family. Desirable executive housing is available, as well as moderate and lower income housing. Clean air, ample water supplies and the memorable and inspiring scenic vistas of both Mt. San Gorgonio and Mt. San Jacinto, the 2 tallest peaks in Southern California, are additional amenities which make the City of Banning a logical choice as a development opportunity in the Southern California area. Question Submission Deadline:February 25, 2025, 11:59pm The following is provided as a guideline as to what the City of Banning expects in the scope of work for the project; however, this is just a guideline. Consultant shall provide services necessary to provide a complete project. Modifications to the scope below may be necessary and the information below does not constitute all the necessary work for the consultant to complete the project. The Speed Survey shall comply with the City of Banning's Active Transportation Plan (Attachment "C") as well as Assembly Bill No. 43 for Traffic Safety. 14 Streets and 43 segments to be included in this traffic survey are listed in "Attachment "B". 4.2. Task 1 - Project Management Each Consultant must include Project Management as one of their work responsibilities. The following Project Management description is the minimal project management needs and should be built upon by the Consultant: The Consultant shall act as a manager of the Consultant's team, including any Subconsultants. The Consultant shall manage and coordinate all components of the E&TS and take a proactive role in keeping all tasks on schedule and on budget and ensure timely completion of the 2024 Engineering and Traffic Survey. The Consultant shall give prior notice to the City, and obtain acceptance from same, before performing work outside the contract work scope and thereby contract budget amount. The Consultant shall ensure full coordination with City staff and be responsive to any email and telephone discussions, in addition to the minimum meetings listed throughout the scope of work. The Consultant shall be in contact with the City frequently enough to ensure a timely City review of deliverables. The Consultant is expected to work with all stakeholders in a responsible manner. The Consultant shall organize a kickoff meeting with City staff: Define project goals and objectives Outline project and management approach Identify roles and responsibilities Confirm scope and schedule Deliverables: Schedule, Kick off meeting. 4.3. Task 2 - Data Collection Each street shall be surveyed in both directions for adjacent land uses, traffic controls, etc. and this information will be recorded. Prevailing speeds shall be determined through a spot speed survey. A spot speed survey shall be performed on each street segment in accordance with State of California requirements in each direction of travel. 24-hour traffic volume counts will be taken and recorded for each street segment. Street segment speed surveys that do not comply with State of California requirements will not be accepted. The previous five years of Statewide Integrated Traffic Records System (SWITRS) reports shall be compiled and the accident rate in terms of accidents per million-vehicle-miles shall be determined for each street segment. City staff shall provide the raw data from SWITRS. Procedures shall follow the guidance set forth in the California MUTCD, Section 2B.13 Radar speed surveys shall be collected from an unmarked vehicle location in an inconspicuous place along the roadway. Consultant shall coordinate with City staff regarding location and prevailing conditions prior to beginning any data collection activities. No survey work shall be permitted without prior coordination with City staff - any work conducted prior to contacting City staff will not be accepted. It is anticipated that some street segments will have the radar survey conducted more than once. The contract scope of work will include provisions for resurveying of approximately 10 street segments. In addition to inclusion in the E&TS, collected ADT and radar speed survey data shall be submitted to City staff in Excel format tables. ADT data files shall include hourly and directional distributions of traffic. Radar speed data files shall include raw data and graphs. Deliverables: Speed Survey Data, ADT Data 4.4. Task 3 - City Ordinance Preparation Prepare City ordinance to set speed limits policy: All local streets' speed limits shall be 25 MPH. All collector streets' speed limits shall be 30 MPH. Ramsey Street in the downtown area from 8th Street to Hargrave Street speed limits shall be 25 MPH. San Gorgonio Avenue in the downtown area from Livingston Street to Wilson Street speed limits shall be 25 MPH. Deliverables: Ordinance Language 4.5. Task 4 - Report Preparation A report of the Engineering & Traffic Survey shall be prepared by a California registered civil/traffic engineer and shall contain the following components: Executive Summary Survey procedures Map showing each street segment surveyed Associated survey summary for each street segment containing physical characteristic of the street segment, traffic characteristic, accident rates, speed survey data, existing and recommended speed limits.
