The City of Banning ("City") is seeking a qualified entity or individual ("Company") to provide the goods and/or services described herein. The City anticipates selecting one firm to perform the services. Bids are requested from Companies that have a demonstrated ability to perform the tasks identified in this Invitation for Bids ("IFB"). The City of Banning is strategically located astride Interstate 10 between the Inland Empire and the Coachella Valley in the San Gorgonio Pass. The City, incorporated in 1913, has a rich and colorful history. Initially Banning served as a stagecoach and railroad stop between the Arizona territories and Los Angeles. This history has contributed to the present-day spirit of pioneer resourcefulness and "can do" attitude that is so prevalent in the community. Banning is a friendly and wholesome place to work and raise a family. Desirable executive housing is available, as well as moderate and lower income housing. Clean air, ample water supplies and the memorable and inspiring scenic vistas of both Mt. San Gorgonio and Mt. San Jacinto, the 2 tallest peaks in Southern California, are additional amenities which make the City of Banning a logical choice as a development opportunity in the Southern California area. The City reserves the right to reject any and all bids and to waive any informalities related thereto. Question Submission Deadline:April 17, 2025, 11:59pm Anticipated Contractor Selection Date:May 20, 2025 10% Bid Bond is Required. Submit a hardcopy to purchasing by the due date. Bidder shall possess a valid Class "A" Contractor's license issued by the California State Contractors License Board at the time of the Bid submission, unless this Project has any federal funding, in which case the successful Bidder must possess such a license at the time of Contract award. Subcontractor(s) will also be registered with the Department of Industrial Relations, if required. The successful bidder will be required to obtain a City of Banning business license prior to commencement of work. The successful bidder will be required to submit all insurance policies to the City of Banning Purchasing Department. The successful bidder will be required to submit required bonds (hard copy) to the City of Banning Purchasing Department. 5% Retention is required. Working with Caltrans and 3rd parties. The successful bidder will be required to submit all insurance policies to the City of Banning Purchasing Department . The successful bidder will be required to submit required bonds (hard copy) to the City of Banning Purchasing Department. Each Bid must be accompanied with a Bid Bond issued by a Surety insurer, made payable to the City and in an amount not less than ten percent (10%) of the total Bid submitted. Personal or company checks are not acceptable. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverages, within fifteen (15) Days after the date of the written notice of contract award to the Bidder, may subject the Bid security to forfeiture to the extent provided by law. In this case, the Bidder's refusal or failure to do so, the City may award the Contract to the next lowest responsible bidder. The City only accepts fully executed hardcopies of the bonds. A Bid may be withdrawn by a Prospective Bidder in the Electronic Bidding System before the Bid submission deadline. Bids must remain valid and shall not be subject to withdrawal for ninety (90) Days after the Bid opening date. The City of Banning may offer a bidder the option to withdraw their bid for any reason.
