The City of Holyoke's Department of Public Works is soliciting proposals for a Treatment Facilities Contract Operator to provide full-service operations and maintenance of the City's Wastewater Treatment, Collection, Stormwater, CSO, and Flood Control System, and Industrial Pretreatment Program as an independent contractor to the City. The Request For Proposals (RFP) is issued under the provisions of the laws, including statutes, ordinances, resolutions, and rules, of the Commonwealth of Massachusetts and the City, invites qualified firms to submit their Proposals to provide the services described. The City's objectives for the contracted operation and management of its wastewater collection and treatment system include providing the City with professional, cost-effective operations of the plant, collection system, stormwater, flood control operations, and all related assets that meet or exceed industry standards, comply with all permits, anticipate future needs, and effectively respond to both threats (emergencies) and opportunities. Subject to approval by the City, the contract term is (10) years plus one additional five-year optional extension, which will be mutually agreed upon. The City reserves the right to reject any and all submissions at its discretion.
