General The City of Martinsville in partnership with the Lester Group and the Harvest Foundation is working with an ad hoc Amphitheater Planning Committee and seeking qualified and experienced firms to complete a Feasibility Study and Conceptual Plan that will be used to generate a full Preliminary Architectural Record (PAR) with Cost Estimates for a covered-stage amphitheater and associated complex on an 8.8-acre site in downtown Martinsville. See Appendix for location map. The proposed facility will serve as a cultural center and tourism attraction with the potential to generate operating revenue. The complex will also provide a public gathering place that will increase the quality of life for residents. This project will contribute to the ongoing revitalization of Martinsville and the surrounding region. Numerous private investments in the city's Central Business District are increasing housing options with 250 new units planned over the next three years. Small business start-ups and expansions are also on the rise. Over 1.8 million people live within a 50-mile radius of Martinsville with close to 300,000 within 25 miles. Martinsville and Henry County have a long history of distinctive arts and cultural heritage. One of Virginia's most popular events, Rooster Walk Music & Arts Festival, has been drawing capacity crowds to an outdoor venue in nearby Axton since 2009. The historic Rives Theatre, the primary performance venue in Martinsville since the late 1920s, was destroyed by fire in 2019. Responding firms should be qualified to provide a comprehensive masterplan including site design, landscaping design, lighting design, band shell/stage design, restrooms design, and onsite and perimeter parking. Additional park features may include splash pad, playground, oversite tower, interpretive signage, and other recommended features. Scope of Work Professional services shall include standard tasks necessary for the implementation of the project in conformance with the Appalachian Regional Commission (ARC) and related community and economic development funding through the Virginia Department of Housing and Community Development (DHCD) grant programs. Required tasks include: 1. Conduct a feasibility and market study to determine whether a new amphitheater complex is feasible, and if so, the ideal operating model (owner/operator recommendations), and the appropriate size and location of such facilities along with any necessary support facilities. The study should also provide estimates of capital and operating costs and potential revenues. Previous and like studies may be used for reference; however, the City seeks a comprehensive analysis and recommendations reflective of current facts and conditions, as well as future planning considerations with respect to the project. Recommendations for an outdoor facility with some type of indoor option for year-round use and inclement weather are encouraged. 2. Generate conceptual design(s) for an ideal amphitheater and associated complex based on these findings and present recommendations to the Planning Committee and City Council. 3. Upon completion of the Conceptual Design and Feasibility Study, the Planning Committee will have the option to recommend advancing to the next stage of work: the Preliminary Architectural Report (PAR). This consideration is based on available funding. 4. The PAR will be used in grant applications to secure funding for final design development and construction. The PAR must meet the standards accepted by DHCD and federal sources as well. The PAR will include a proposed timeline and necessary steps for completion of preliminary architectural and engineering design including the required Environmental Review Record for federal and state funding sources. Question Deadline 02/12/2025 at 5:00 PM ET All inquiries and questions regarding this RFP shall be in writing and directed to Zach Morris, Purchasing Manager for the City of Martinsville, @ zmorris@martinsvilleva.gov The deadlines for submission of any questions shall be and no questions shall be answered until after each deadline has elapsed. All addendums will be posted electronically. If a person or entity violates the prohibition against calling or emailing with questions, the City of Martinsville reserves the right to immediately remove said person or entity from consideration. Questions and answers will be distributed to all interested parties through a formal written addendum to the RFP prior to the submittal deadline. The City reserves the right to reject any or all proposals, extend the deadline for submission of proposals, call for new proposals, to waive any informalities in a proposal, or to award a contract to the next most qualified company if the selected company does not execute a contract within 30 days after notification of the award. The City reserves the right to accept, reject and/or negotiate any and all proposals or parts of proposals deemed by the City Council to be in the best interest of citizens of the City of Martinsville. The method of Contractor Selection has not been Determined at this time.
