The Napa County Public Works Department is issuing this Request for Qualifications (RFQ) to seek qualified and capable firms or persons to provide construction management and inspections services on an as-needed or on-call basis for various capital improvement projects. The selected firm(s) shall be responsible for providing comprehensive construction management services and overseeing all aspects of project inspection. One or more firms will ultimately be contracted in order of ranking for up to five (5) years. It is also possible that the County will engage the next ranked consultant if specific tasks orders can't be negotiated with the highest rank consultant. Future contracts may be project specific or task order based and may have additional contract language requirements added to satisfy the requirements of specific funding agencies. The response to this request for qualifications should be specifically targeted to services described in this RFQ, however the County reserves the ability to use the selected consultants to provide other related supporting services if, in the opinion of the County, they require similar qualifications. February 25, 2025 Responses to questions will be published. April 22, 2025 Contract approval and contract start date. Payment of California Prevailing Wage is required. In accordance with Section 1774 of the Labor Code, the prevailing wage rates for classifications of labor to be employed in the work have been determined and copies of the applicable determinations are on file at the Public Works Office and may be reviewed upon request. Workers must be paid at the rates at least equal to the prevailing wage. All responses become the property of the County. The County reserves the right to reject any and all submittals; to request clarification of information submitted; to request additional information from competitors; and to waive any irregularity in the submission and review process. None of the materials submitted will be returned to the Respondent unless they are not submitted in a timely manner. The County reserves the right to award an agreement or agreements without further competition based on the responses received to this RFQ. The County reserves the right to request additional information not included in this RFQ from any or all Respondents after proposal due date. The County reserves the right to contact references not provided in the submittals. The County reserves the right to incorporate its standard language into any contract resulting from this solicitation. The County's contract template is attached for reference.
