Emergency 36 Inch Transmission Main Replacement Project Project Description The Project generally consists of three phases which Phase II and Phase III may be done concurrently. Each phase is described below. Phase I was already completed in 2023 which installed a 36" valve and bypass in front of Laurel Park. Phase II through IV will be constructed as part of this project. Phase II Robinson Lane and Linda Vista Ave from Browns Valley Road to West Pueblo Ave consists of the following: Remove and replace 3,000 ft of 36-inch AC transmission main with 36-inch steel cement mortar lined and coated transmission main (AWWA C-200). Scope of Work The purpose of this scope of work is to establish the Contractor's scope of services for the design and construction of project components for the City's Transmission Main Replacement Project pursuant to the Contract Documents. Contractor shall provide services and materials required to design and construct a replacement for the 36-inch transmission main (Linda Vista Avenue, Robinson Lane, Browns Valley Road, Laurel Street and Foothill Boulevard) and 12-inch distribution main along Laurel Street. Contractor shall perform testing and disinfection in conjunction with the City's inspector. The preliminary design plans generally show a minimum design standard and basis of design for the required project and reflect the City's currently preferred layout with known utility crossings. The Contractor is responsible for reviewing the documents provided by the City and recommending modifications that comply with sound engineering practice and applicable codes and standards. The City is open to considering suggested value engineering changes to improve longevity and reduce operating and maintenance costs. These General Specifications provide the City's Standard Specifications for water main installations. Contractor is responsible for investigating existing conditions and verifying accuracy of attached information. Contractor is required to complete all engineering and construction to complete the project intent and deliver required improvements as described within this RFP. The City has prepared a draft Scope of Services, see the Draft Scope Services section ("Draft Scope of Services"). The final scope of services to be included in the Agreement with the successful Respondent will be based on the Draft Scope of Services as well as the Proposed Scope of Services, provided by the successful Respondent in the Proposal Submittal section and may be the subject of negotiations between the City and the successful Respondent. A copy of the City's standard Services Agreement (Professional Services) ("Agreement"), is attached hereto in the Attachments section and incorporated herein. Respondents are strongly encouraged to have the Agreement reviewed by their legal counsel and insurance company. Any objections and/or proposed changes to the Agreement must be included in the Respondent's Proposal pursuant to the Exceptions to Agreement provision within the Proposal Requirements section and are subject to City approval. Question Deadline 01/30/2025 at 5:00 PM PT Questions or objections relating to the RFP, the attachments hereto, the RFP procedures, or the required Services must be submitted by Request for Information Deadline through online. Council Approval & Award Date :February 18, 2025 For purposes of the Selection and Award section of this RFP, Chris Jones, Associate Engineer, is the City's project manager ("Project Manager"), and Joy Eldredge, Utilities Director is the City's decision-maker ("Decision-Maker"). The City issues this RFP as a result of an "emergency" declared by the City Manager pursuant to the City Municipal Code ("Municipal Code") sections 2.91.020 and 2.91.040, as set forth in the City Manager's Emergency Declaration for 36-inch Asbestos Cement Transmission Main Replacement dated January 16, 2025, included within the RFP (Attachment A). The City Manager, in consultation with staff, determined that a modified design-build procurement was necessary to address the nature of the emergency, described in detail in the Declaration, to promptly mitigate potential damage arising from the deteriorating piping by avoiding long lead times, potential efficiency arising from design delay(s) and coordination issues, and to provide flexibility to adequately address any issues that may arise during construction of the Project. The City is accepting proposals for its 36-inch Transmission Main Replacement Project. The following schedule is provided for planning purposes based on current information. However, all dates are subject to revision, including the Proposal Deadline, and may be amended by addenda to this RFP The following changes shall be made to the Request for Proposal documents for the Emergency 36 Inch Transmission Main Replacement Project Remove and replace 3,000 ft of 36-inch AC transmission main with 36- inch steel cement mortar lined and coated transmission main (AWWA C200). Install 480 feet of 8-inch C900 distribution main with services. 2.1.3.4. Abandon in place 3,270 feet of distribution main with services. The Contractor shall prioritize Phase 2 and Phase 3 first. Contractor would be allowed/City would prefer for Phase 2 and Phase 3 to be constructed concurrently. Additionally multiple crews may work on Browns Valley Road and the north Laurel Street sections concurrently within Phase 3. Phase 4 may only be started after Phase 3 is complete and operational due to needing the south side of Laurel Park to stay in operation to continue to provide water service to the west side of Laurel Street. Once Phase 3 is complete Phase 4 may be isolated and the new main for Phase 3 will provide water service to the west side of Laurel Street. All work shall be completed by October 1, 2025 on Browns Valley Road and Laurel Street to allow completion of other City projects prior to winter.
