The Napa Berryessa Resort Improvement District (NBRID), referred to below as "District" or "NBRID" provides water and wastewater services to the Berryessa Highlands community. NBRID is a dependent Special District of the State of California and is managed by Napa County (County) and operated through a contract operations firm. The water and sewer treatment plants were upgraded between 2013-2014, and both plants are currently equipped with varying SCADA monitoring capabilities (original Wonderware software for the treatment plants and a proprietary HMI control system with cellular modem for remote access to one of four sewer lift stations). To remedy systemwide SCADA and hardware deficiencies and to add the necessary remote monitoring and alarm notification capabilities, the District is seeking proposals from highly qualified firms to provide professional services related to software procurement, development, testing, documentation, integration, remote access, and alarm notifications associated with a turnkey Supervisory Control and Data Acquisition (SCADA) system replacement project for its water and wastewater system. The new SCADA system shall be procured from and developed within the Inductive Automation Ignition framework with input from District staff and Operations Contractors. NBRID reserves the right to contact references not provided in the submittals. NBRID reserves the right to incorporate its standard language into any contract resulting from this solicitation. NBRID reserves the right to reject any and all Proposals or any part of a Proposal if it is determined that doing so is in the best interests of the District. NBRID reserves the right to reject the Proposal of any Respondent who previously failed to perform properly, or complete on time, contracts of a similar nature, or to reject the Proposal of a Respondent who is not in a position to perform such a contract satisfactorily.
