Site work for a civil project in Mauston, Wisconsin. Completed plans call for site work for a water / sewer project.

Instructions to Bidders. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages. Question Deadline 02/11/2025 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. (608) 216-2052 Questions received less than seven days prior to the date for opening of Bids may not be answered. The Project includes the following Work at remote lift stations and water systems across the City: LS #8 South Union. Existing control panel to remain. The panel will receive a new programmable logic controller, an ethernet switch, and a cellular radio/modem with antenna for SCADA communication. LS #12 Sand Ridge. Existing control panel to remain. A new rack mounted telemetry panel will be provided consisting of a new programmable logic controller, an ethernet switch, and a cellular radio/modem with antenna for SCADA communication. Lift station (LS) #1 Roosevelt, LS #2 Colonial Manor/Grote Street, LS #3 Harmon Isle/Monroe Court, LS #4 Beach Street, LS #5 Dockstader, LS #7 Elm Street, LS #9 Remington Street, LS #10 North Union. The eight remaining lift stations will each receive a new freestanding SCADA system control panel on concrete pad that includes interlocked main and generator circuit breakers, a surge protection device, a motor controller, a programmable logic controller, an ethernet switch, a cellular radio/modem with antenna for SCADA communication, a DC uninterruptible power supply, and hardwired relay logic. New utility metering equipment will be mounted on the back of the control panel. New level instrumentation will be provided. The existing generator receptacle will be salvaged and reused, or a new one provided where needed. Demolition of existing electrical equipment will be included. The scope at LS#7 will also include a new transformer and lighting panelboard to serve existing and new loads. Elevated Reservoir. Existing reservoir level sensor will remain. A new hatch switch will be added for intrusion monitoring. A new rack mounted SCADA system control panel will be provided consisting of a new programmable logic controller, an ethernet switch, and a cellular radio/modem with antenna for SCADA communication. Demolition of existing electrical equipment will be included. Elevated Storage Tower. Existing tower pressure sensor and enclosure located in tower vault will remain. A new door switch will be added for intrusion monitoring. A new wall mounted SCADA system control panel will be provided at ground level, consisting of a new programmable logic controller, an ethernet switch, and a cellular radio/modem with antenna for SCADA communication. Demolition of existing equipment will be included. Wellhouse #3, Wellhouse #4 and Wellhouse #5. The three wellhouses will each receive a new wall-mounted SCADA system control panel that includes a programmable logic controller, an ethernet switch, a cellular radio/modem with antenna for SCADA communication, an AC uninterruptible power supply, and hardwired relay logic. Existing equipment and instrumentation will remain and be wired to new control panel, including flow switches, flowmeters, prelube solenoids, control valve (wellhouse #4), electric operated valve (wellhouse #4), chemical feed pumps, caustic tank level sensor, as well as generator & automatic transfer switches (wellhouses #3 and #5). New pressure transmitters will be added for local pressure backup control. New door switches will be added for intrusion monitoring. New low temperature switches will be added for freeze monitoring. Demolition of existing equipment will be included. This project anticipates the use of Community Development Block Grant (CDBG) Funding. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. This project anticipates use of Wisconsin DNR Clean Water Fund Program funding. We encourage Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), Women s Business Enterprises (WBEs), and Small Businesses in Rural Areas (SBRAs) to submit bid proposals. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontracts, are required to make a good faith effort to achieve a combined minimum goal of 15% participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. This project anticipates use of funds related to the Bipartisan Infrastructure Law (BIL). The Contractor shall conform to the statutory requirements known as Build America, Buy America which applies to all of the iron, steel, manufactured products, and construction materials used in the project. Bid Proposals may be denied if the requirements of this section are not met, and waivers are required. Owner reserves the right to waive any informalities or to reject any or all bids.
