Site work and paving for a mixed-use development in Woodland, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
. Installation of approximately 6,750 feet of water distribution main, 112 water service laterals and 10 fire hydrants. . Installation of approximately 3,650 feet of sewer main, 8 manholes, 9 sewer service cleanouts and 82 sewer service laterals. . Repaving of all trenches and street section replacement on Dingle Lane. . Abandonment of the existing water and sewer systems. Questions: Submit in writing to mark.miller@cityofwoodland.gov The City's estimated cost of the improvements for base bid only is $5.8 to $6.8 million. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All bids must be sealed and accompanied by cash, cashier's check, certified check, or Bid Bond made payable to the City in the sum of not less than ten percent (10%) of the amount of the bid. For the purposes of this Section, "the amount of the bid" includes all additive alternates but does not include deductive alternates. The cash, cashier's check, certified check or bond shall be given as a guarantee that the successful bidder will enter into a written contract within ten (10) work days after being requested to do so. The bid security will be declared forfeited if the successful bidder fails to comply within said time. Upon an award to the successful bidder, the security of bidders shall be returned in a reasonable period of time. Bidders are hereby notified that in accordance with the provisions of Public Contract Code section 22300, securities may be substituted for any monies which the City may withhold pursuant to the terms of this Contract to ensure performance. AWARD The award shall be made to the lowest responsive, responsible bidder whose Bid complies with the specified requirements. The lowest bid shall be determined based on base bid alone. However, City may choose to award the contract as the base bid alone or the base bid and any alternate or combination of alternates. The award of Contract will be made by the City Council. The Contractor shall execute the Contract within ten (10) work days after receipt of the Contract from the City. The City reserves the right to waive any informalities or irregularities in the bids. The City reserves the right to reject any and all bids. A-8 DISQUALIFICATION OF BIDDERS If there is reason to believe that collusion exists among any bidders, none of the bids of the participants in such collusion will be considered and the City may likewise elect to reject all bids received. A-9 BONDS Prior to the performance of any work hereunder, the successful bidder shall be required to furnish both a payment bond in an amount equal to one hundred percent (100%) of the Contract price and a faithful performance bond in an amount equal to one hundred percent (100%) of the Contract price. All bonds are to be secured from a surety company acceptable to the City and that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure section 995.120, and is authorized by the State of California, and all documents required by Code of Civil Procedure section 995.660, to the extent required by law. Any explanation desired by the bidders regarding the meaning or interpretation of any of the Contract Documents must be requested in writing from the City Engineer ninety-six (96) hours, before the time set for opening of bids. Any such explanations or interpretations will be made in the form of addenda to the documents and will be furnished to all bidders who shall submit all addenda with their bids. Queries regarding the contract documents shall not be submitted within ninety-six (96) hours of the time and date set for the bid opening. Neither the Engineer nor any representative of the City is authorized to give oral explanations or interpretations of Contract Documents, and a submission of a bid constitutes agreement by the bidder that it has placed no reliance on any such oral explanation or interpretation. However, the Engineer may, upon inquiry by bidder, orally direct the bidder's attention to specific provisions of the Contract Documents which cover the subject of the inquiry. Bidders shall not contact the Design Engineer or Architect, or any specialty design consultants retained by the City. Any inquiries shall be typed and emailed to Mark Miller at mark.miller@cityofwoodland.gov. The time of completion of the work to be performed under this Contract is of the essence of this Contract. Delays and extensions of time may be allowed in accordance with the provisions of the General Conditions. The Contractor shall commence work within ten (10) days of the Notice to Proceed, and diligently prosecute the work to completion including remediation of deficiencies within one hundred seventy-five (175) days of said Notice to Proceed.
