Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Re-surfacing of public roads and campground roads serving as access to Gatewood Park located off Allatoona Lake All bids will be evaluated based on price and criteria as set forth herein and in the bid specifications provided. The contract will be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in this invitation for bids. Question Deadline 02/12/2025 at 5:00 PM ET Deadline for submission of written questions and requests for clarification. All questions concerning this RFB must be submitted in writing to sillst@bartowcountyga.gov. No questions other than written will be accepted. No response other than written will be binding upon the County. The project seeks to repair and resurface approximately 7,490 linear feet of badly deteriorated campground access roads, dump station and bath house access lots, one 20,000 square foot beach access parking lot, and 31 campsite drives within Gatewood Park in Bartow County (see attached location map). In addition, Jim Knight Road and a portion of Bartow Beach Road leading into the Park from Georgia Highway 20 Spur would be resurfaced for a distance of 1.8 miles. The Gatewood Park campground and beach roadways consist of a fifteen (15) ft. travel lane with a rural cross-section using open ditches for drainage. The local county access roads consist of two 10-foot travel lanes with a rural cross section. The paved surfaces will be full depth patched and drainage re-established where needed in damaged areas. Most areas will be leveled full width with Flexible Pavement at a rate of 90 pounds/square yard providing approximately a half-inch of depth throughout the road surface. This layer will then be covered full width with asphaltic concrete 9.5 mm Superpave, Type II, GP 2 only, at a rate of 135 pounds/square yard for a depth of approximately 1.5 inches throughout the project. The successful bidder will have up to two hundred seventy (270) consecutive calendar days to complete the work upon receipt of a Notice to Proceed to Construction from the Project Sponsor. Each Bid must be accompanied by a Bid Bond in the amount of five (5) percent of the Bid, prepared on the Bid Bond form attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570. Both a Performance and a Payment Bond will be required by the County. The Performance Bond is required to be in an amount equal to 100% of the Contract Price in a form to be provided. A Payment Bond in the amount of 110% of the Performance Bond is also required to be submitted in a form to be provided. Proof of General Liability Insurance and Workman's Compensation Insurance will be required with the Bartow County Commissioner listed as an additional insured. Liquidated damages may be imposed for failure to perform as indicated in the bid proposal in accordance with Section 108.08 of the GDOT Standard Specifications for the Construction of Transportation Systems, 2024 edition. Bidders submitting a bid must be either a prequalified contractor or a registered subcontractor with GDOT. The General Contractor and all Sub-contractors shall insure that employees and employment applicants are not discriminated against because of race, color, creed, sex, or national origin. Bartow County, in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 200d-42, and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such act, hereby notifies all bidders that it will affirmatively ensure that in regards to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The General Contractor and all subcontractors shall insure that all employees and employment applicants are not discriminated against because of race, color, creed, sex or national origin. All contractors and sub-contractors must comply with the provisions of O.C.G.A. Sec. 13-10-91, and must register and participate in the federal work authorization program (also known as E-Verify). A contractor must submit the required affidavit BEFORE ANY BID IS CONSIDERED. A form affidavit shall be provided with the bid package. Contractors shall use suppliers on the appropriate GDOT Qualified Products List. All testing of materials will be conducted by GDOT and meet the requirements outlined in the GDOT Sampling, Testing, and Inspection Guide. The bidder shall submit its Proposal in the form provided within the bid package. The blank spaces on the Proposal shall be filled in correctly for each Pay Item (except alternate items) and the Unit Price or a Lump Sum Price as called for in the Proposal for each Pay Item listed therein. In addition, the Bidder shall also show the products of the respective Unit Prices and quantities and the total amount of the Bid by adding the amounts of all Bid Items. In the event of a discrepancy in any of the figures, the Unit Price will govern and the Bid will be recalculated. If the Contract is awarded, it will be awarded to the lowest reliable bidder whose proposal shall have met all the prescribed requirements. A completed DBE Goals Form, Federal Aid Certification, and Georgia Security and Immigration Compliance Act Affidavit shall be submitted with the bid. The successful bidder must comply with Executive Order No. 11246 as amended, entitled "Equal Employment Opportunity" and with the Copeland Anti-Kickback Act (18 U.S.C. 874) as supplemented in Department of Labor Regulations (29 CFR, Part 3). The successful bidder will be required to attend a preconstruction conference with the Sponsor, Contractor, selected DBE firms, Bartow County Engineer, and the Project Manager at a time and place to be determined upon bid award. Bids may not be withdrawn for a period of 60 days after time has been called on the date of bid opening. The Commissioner reserves the right to reject any and all bids and to waive any technicalities or informalities and to award the bid based on the highest and best interests of the County. Restrictions on Communications are in place with the Staff from the issue date of this RFB until a firm is selected and the selection is announced. Offerors are directed to submit all questions about this RFB including technical requirements, submission instructions, and any other general information to Tom Sills, AICP, only. Bartow County will post any responses to inquiries and any other corrections or amendments it deems necessary in written addenda published on the Georgia Procurement Registry and issued prior to the due date. All questions must be submitted by the deadline for questions listed on the Schedule of Events. VENDORS MUST ACKNOWLEDGE ANY ISSUED ADDENDA BY INCLUDING EACH ADDENDA INITIALED BY THE BIDDER WITH THE SUBMITTAL. Bartow County reserves the right to reject any or all proposals, or parts thereof, to make award of contract in the best interest of the County and to waive technicalities and informalities.
