Renovation of a municipal facility in Manistee, Michigan. Completed plans call for the renovation of a municipal facility.

The union bids are not required but federal Davis Bacon wages must be paid. This is a revised request for proposals for building stabilization at 141 Washington Street, Manistee, Michigan. The RFP is for building stabilization only. The RFP was originally issued by the Manistee County Land Bank Authority on November 21, 2024. Additions and substantive changes to the RFP are highlighted in yellow and deletions are strikethrough font. This RFP does not include any building rehabilitation or improvements, only stabilization. BID SECURITY A bid bond is not required. Pursuant to 1963 PA 213, as amended, a performance bond of 25% of the contract amount is required. The bond shall be filed in the office of the Manistee County Land Bank Authority by the contractor awarded the bid. ACCEPTANCE The MCLBA reserves the right to accept or reject any or all of the bids. The MCLBA is not obligated to accept the lowest or any other bid. The MCLBA reserves the right to waive any informalities in any or all bids and to accept any one or combination of alternate bids in the interest of the MCLBA. WITHDRAWAL Bidder may withdraw bid at any time prior to scheduled closing time for receipt of bids. No bid may be withdrawn or modified within a sixty (60) day period from the time of its presentation and opening. Questions will be answered in writing and copies distributed to bidders of record via email. Only the General Contractor is to submit Requests for Information ("RFI's"). Subcontractor questions will not be answered. Contact: Susan Wenzlick, MCLBA Consultant, swenzlick@fishbeck.com. ALL RFI'S MUST BE SUBMITTED VIA EMAIL. The subject line must read "Manistee Renovations Blight Elimination - Request for Information." COMMENCEMENT AND TIME OF COMPLETION The successful bidder(s) shall commence work within 15 calendar days after receipt of a Notice to Proceed. Work shall be completed within the number of days provided in the bid. The time of completion is of the essence of the Contract. Carefully estimate according to present-day deliveries and conditions in order that no extension of time will be necessary.
