Renovation of a detention facility in Manistee, Michigan. Completed plans call for the renovation of a detention facility.

On behalf of the Michigan Department of Corrections (MDOC), the Department of Technology, Management, and Budget (DTMB) is requesting professional design services for the evaluation, design, bidding, and construction administration for the repair, replacement and upgrade the emergency power system and associated electrical infrastructure at the Oaks Correctional Facility. The existing emergency power system currently supports critical systems and facilities and requires expansion to support the whole Oaks Correctional Facility campus. This request is to provide a Phase 100 Study, Phase 300 Schematic Design, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection services. The original generator and switchgear are still in place and nearing the end of their useful life, they may be undersized to meet the facilities current needs. A phase 100 study is required to evaluate the existing medium voltage emergency power equipment including but not limited to the medium voltage switches, transformers, and primary switch gear and provide recommendations for repairs and upgrades to the system to meet current code requirements. Limited drawings are available, the PSC must field verify all conditions. We anticipate at least two phases of construction: Phase 1: The facility has an immediate need for additional emergency circuits to support: heating systems in housing units 1,2,6 &7 and cooling system for the administration building. Phase 2: Upgrade of emergency power system to support the entire Oaks Correctional Facility campus Additional Considerations: o Emergency power system shall be capable of operating uninterrupted for a minimum of 72 hours without re-fueling. Upgrades to the existing diesel fuel system may be required as a part of this work. o Provide transfer switch that will allow the facility to connect a portable generator in the event of a generator failure. o Provide additional emergency circuits to support the Administration building Warden's suite. o Emergency power equipment must be programmed to communicate with the facility's existing control center. o A new structure may be required to house generator and associated electrical equipment. o Existing emergency power system to remain operational throughout project. Full emergency power shall be available during equipment change- over. o Unable to trace existing utilities on-site, directional boring or hydro-excavation is required to avoid existing utilities. o Construction to be completed outside of winter/heating season. o MDOC Utility and Security Shut Down Standards and Special Working conditions apply.
