SUMMARY SCOPE OF SERVICE: Requesting proposals from qualified firms to provide Indefinite Services for Transportation Design, Engineering, and Project Development Services. Firms selected are expected to enter into individual contracts for multiple projects as may be assigned. Final Contracts will be negotiated for miscellaneous projects as may be required. The contract shall be renewable for three additional one-year terms at the County's option. SERVICES NEEDED (with representative tasks) Design and Engineering Services, Project Development, and Grant Assistance may include, but are not limited to activities such as; Conceptual Project Scoping and Investigation Road and Highway Design Bike and Pedestrian Facilities Design Stormwater Management Innovation and Design Geotechnical Investigation and Analysis Surveying, Deed Research, and Plat Development Project Cost Estimating Long-Range Transportation Planning, Corridor Studies, and Access Management Transportation Impact Analysis and Site Plan Review Streetscape and Landscape Design Bridge and Culvert Design Right-of-way and easement acquisition Project Development and Grant Assistance Public Engagement and Presentation Strategic Cost Control and Value Engineering Public and Private Utility Design and Coordination Safety assessments and audits Railroad Coordination Public Transportation Design and Coordination Scope of Work Demonstrated expertise with VDOT LAP, FHWA, EPA and DEQ, DHR, ADA, and OSHA construction and permitting regulations, best management practices and guidelines as they apply to transportation construction projects is required for all contracted firms. Demonstrated ability to provide appropriate resources and subconsultant management for ancillary design and engineering services such as utility locating and coordination, geotechnical investigations, surveying and deed research, right-of-way acquisition, and graphic design for public presentation materials is required for all contract firms. Demonstrated ability to utilize current technologies to provide research, digital deliverables, and virtual communications; and the ability to utilize and coordinate with various County and State technologies is required for all contract firms. Familiarity with the Federal Highway Administration FAR Audit and Civil Rights/DBE requirements, and ability to meet federal funding and invoicing requirements is required for all contracted firms. Familiarity with Smart Scale, CMAQ, RSTP, Revenue Sharing, and/or other FHWA and VDOT grant programs and application requirements is required for all contracted firms. Successful grant application efforts, particularly as they may relate to localities and projects of similar scope and scale to Isle of Wight's capital work program, are preferred. The respondents to this RFP shall not contact, either directly or indirectly, any other employee or agent of the County regarding this RFP. Any such unauthorized contact may disqualify the offeror from procurement. In compliance with this RFP, and subject to all the conditions thereof, the Submitter offers, if an offer is accepted within one hundred and twenty (120) calendar days from the date of the subsequent offers for particular projects, the Offeror shall furnish the services upon which prices were negotiated for the project. The Submitter certifies he has read, understands, and agrees to all terms, conditions, and requirements of this RFP, and is authorized to contract on behalf of the firm. The County may engage in individual discussions with two or more offerors deemed fully qualified, responsible and suitable on the basis of initial responses and with emphasis on professional competence, to provide the required services. The County reserves the right to reject any and all proposals, and to waive any informality if it is determined to be in the best interest of the County.
