The Town of Aquinnah hereinafter is seeking professional planning and consulting services regarding its Town Center Corridor area. The Aquinnah Community Preservation Committee, in conjunction with the Aquinnah Housing Committee and Aquinnah Planning Board, has been awarded a grant to undertake a public process to develop long-term strategies for the Town Center State Road Corridor. With these funds, the Town of Aquinnah in partnership with the Martha's Vineyard Commission (MVC) is seeking to contract with a highly qualified planning and zoning consultant firm, or individual, with strong facilitation skills to be the primary agent advancing planning, site analysis, mapping, strategies and bylaw development for an overlay district. The roughly one-year planning process will involve close coordination with local project team members. A presence on-island will be important at certain key milestones during the project, including public input sessions, but virtual meetings will comprise most program coordination sessions between the Town's project coordination team and chosen consultant along with select community engagement events as appropriate. The Town of Aquinnah is committed to identifying a contractual arrangement that is practical and affordable within the remaining Rural Development Grant award funds of $65,000. With that in mind, the group is open to considering all options to achieve the following goals: Facilitate an expansive public process regarding the State Road corridor within Town with an emphasis on year-round housing, light commercial opportunities, and encouraging more activity in the Town Center area. Emphasize "connectedness" for the community. Implement basic site mapping and analysis of Town Center locus. Based on public input, design strategies to achieve what the town envisions in this area over the next 25-30 years, with a distinction between near, mid, long term, and ongoing strategies. Based on public input, formulate those strategies and goals so that tangible decisions can be made at Aquinnah's May 2026 annual town meeting. Based on public input, craft regulations for a Town Center Corridor Overlay District, including model zoning bylaws, that town residents can support This contract is subject to a Rural Development Fund grant award issued to the Town of Aquinnah. The performance of this contract is subject to the requirements of U.S. Government Title VI of the Civil Rights Act of 1964 and applicable equal employment requirements. Minority, Disadvantaged, and Women Owned Business Enterprises (M/D/WBE) will be afforded full opportunity to submit proposals and will not be subject to discrimination on the basis of race, color, sex, or national origin in consideration for an award. Technical support will be provided by the MVC and a part-time project assistant has been selected to augment communication, logistics, and scheduling tasks. The partnering stakeholders reserve the right to reject any or all proposals, in part or whole, if they deem it in their best interest to do so.
