Site work and paving for a mixed-use development in Goleta, California. Conceptual plans call for site work for a clubhouse / community center; and for paving for a clubhouse / community center.

The County of Santa Barbara's General Services Department ("County") is seeking proposals from qualified engineering firms ("Consultant") to provide architectural and engineering design services for the development of an ADA-compliant pathway at the Isla Vista Community Center. This pathway will connect the building to the adjacent parking lot in compliance with the Americans with Disabilities Act (ADA) regulations. The project site is located at 976 Embarcadero del Mar, Goleta, CA 93117. SCOPE OF WORK 4.1 System & Facility Assessment and Concept Design 4.1.1 Project Initiation: Establish overall project schedule and work plan to achieve completion of the conceptual design to meet project goal dates; review available project documentation; identify County goals, objectives and expectations; and finalize list of program meetings/site visits to the existing facility to be held with City, County, State, and Federal Agencies and all other project stakeholders. 4.1.2 Site Inspections and Condition Assessment: The project team will have the opportunity to perform site visits to evaluate the Isla Vista Community Center facilities and parking. The team will review existing conditions; take any observations/measurements needed; decide on and conduct any testing and/or data recording necessary; review existing drawings and potential expansion area, including water and sanitary sewer connection points. Site inspections shall include review of existing utilities and any potential improvements, temporary or permanent easements, or permits needed to accommodate the proposed improvements. The consultant team shall develop a Concept Design for review and confirmation with the County and City, and assemble and submit a rough order of magnitude ("ROM") cost estimate at the conclusion. All estimates shall follow Construction Specifications Institute (CSI) Division and subsection formatting. Design development must be in accordance with: City of Goleta, CA - Code of Ordinances Also, all applicable City, County, State, and Federal requirements must be taken into consideration for the concept design. Perform all water and wastewater flow rate studies to evaluate water pressure, line sizing and capacity of sewer pipelines. It is undetermined whether a lift station will be required for the project. The consultant team will evaluate and determine whether such a station will be required and identify the size, volume and a potential location. 4.1.3 Preliminary Environmental Studies: This task will be to review the wastewater and water system alternatives presented in the Feasibility Study and study the impacts of the proposed options for routing the city utilities to location if necessary. This effort will include identifying the necessary technical studies (e.g. biological, cultural, noise, community impact, etc.) needed to support the environmental document and require outreach and meetings with the City of Lompoc, Caltrans and pertinent environmental agencies and officials to understand the City Point of Connections (POCs) and the routing options and probable timeline for each option. This phase should also include preparing the required documents for permitting through all required permitting agencies. Based on previous discussions with the City of Goleta Utility Department a lift station may be required to serve the sanitary system. Services shall include but not limited to the following: o Environmental Studies and Regulatory Agency Permitting o Environmental documentation development to meet NEPA/CEQA process requirements o Coordination with the County to perform tribal & state consultations and requirements under Section 106 Historic Preservation and Assembly Bill 52
