The City of Phoenix is seeking a qualified consultant team to provide Engineering services for a new pipeline to parallel a portion of the Subregional Operating Group Salt River Outfall Interceptor. Services will include design and possible construction administration and inspection. The project is located in the vicinity of West Lower Buckeye Road and South 47th Avenue to West Broadway Road and South 59th Avenue. The estimated cost of construction is $61 million. The pipeline is owned and operated by SROG and governed by an Intergovernmental Agreement (IGA) between the Cities of Glendale, Mesa, Phoenix, Scottsdale, and Tempe. The scope of work for this project will include, but is not limited to: Review existing 2018 SICI Preliminary Design Report and confirm route & alignment recommendations. Perform data collection and field survey as necessary. Perform utility investigations and coordination to prevent conflicts with design. Perform in depth hydraulic analysis, to assure the new pipeline has the capacity to meet the design flow requirements that are to be provided by COP/SROG. Prepare easement documents for proposed alignment. Coordinate with the COP Real Estate Division as necessary. Perform detailed geotechnical investigations including corrosion potential of soils. Prepare design concept report and design documents including drawings, technical specifications, and special provisions for constructing the redundant force main project. Perform asset management data coordination. Prepare preliminary and final construction cost estimates. Potholing to confirm location of underground utilities; and other investigative data and/or reports Prepare project schedules and hold progress meetings and workshops as needed to complete the work. Assist the City in any required environmental, cultural surveys, and in obtaining any required local, county, state, or national permits and approvals. Coordinate with the COP Street Transportation Department and other outside agencies as needed. Coordinate with other agencies for projects within the impacted area. Provide public information services based on project impacts. Prepare and/or coordinate MOPOs (Maintenance of Plant Operation) as needed for construction activities. Actively coordinate and communicate with CMAR (if selected) and City staff for all related activities. Provide pre-construction services including reviewing Guaranteed Maximum Price (GMPs) project schedule, construction bid price, and subcontractor selection plans (if CMAR is selected). Assist City in any required environmental, cultural surveys, and in obtaining any required local, county, state, or national permits and approvals.
