Renovation of a medical facility in Houston, Texas. Completed plans call for the renovation of a medical facility.
**As of July 24, 2025, the project was awarded to Panther Construction, with an awarded amount of $176,126.60.** The Work of the Project is defined by the Contract Documents and consists of the following: A 1. Demolition of existing partitions inside building and reconfiguring of the space for Owner's uses: including accessibility modifications at the restroom. B. Project will be constructed under a single general construction contract. The Contract shall commence on the date on the Notice to Proceed Letter and shall remain in effect until Inspection and Final Acceptance of all required work for the Project and completion of all required services. The anticipated Contract Term under this IFB is for ninety (90) calendar days. During the period between issuance of this IFB and the Bid due date, no oral interpretation of the IFB's requirements will be provided to any prospective Bidder. Requests for interpretation (and other questions) must be made in writing by the questions deadline via online. The deadline for submission of questions relating to this IFB is May 23, 2025 no later than 12:00 PM CST. All questions submitted in writing prior to the deadline will be compiled and answered in writing via an Addendum. A copy of all questions and answers via Addendum will be published online and/or forwarded in an email to all firms. Harris Health will not be bound by any information conveyed verbally. If the Contract is for the construction of public works, or the Contract value is anticipated to exceed $100,000, Bidder must furnish a good and sufficient bid bond in the amount of five (5) percent of the total Contract price (LGC 262.032). A bid bond must be executed with a surety company authorized to do business in this state. Bid bonds must be submitted with the Bid package as follows: Performance Bonds: Successful Bidder may be required to furnish a performance bond within ten (10) days after award of the Contract and receipt of performance and/or payment bond application form. A payment bond is required on all public works jobs that exceed $25,000 (TGC 2253.021), or as required by Harris Health. Harris Health may require Payment Bonds for other contracts depending on the scope and use of subcontractors. Bidders must furnish payment bond within ten (10) days after award of the contract and receipt of payment bond application form. The prescribed Payment Bond form for public works contracts over $25,000 is found under Attachment K, and is the only form Harris Health will accept. Overhead paging Systems will be required in class I buildings and when shown on construction drawings. The General Contractor/Construction Manager shall furnish, install and program all equipment including, but not limited to, outlet boxes, wiring, speakers, and all other necessary equipment to provide a complete operating system as indicated with the contract documents. The General Contractor/Construction Manager shall provide all the necessary wall plates, specialty boxes, etc., not provided by others. Equipment manufactured by Valcom Inc., The VE-6090-1 IP Server shall be considered as meeting all specifications and as the base bid. The Harris Health System must approve alternate systems. Verify with Harris Health System if there is an existing VE-6090-1 IP Server in place which may be utilized or if a new server is required prior to pricing. Alternate bidders supplying another system shall make aware their intentions and provide all information, including catalog cuts, shop and working drawings, data sheets, and a demonstration of the proposed system features. This information must be presented to the relative parties as to allow sufficient time to review all materials. The intent of this specification is to maximize communication between the administrative areas while reducing maintenance and operational costs. Under this specification, the system shall provide a complete paging system for the entire hospital OR expansion. Communications Services 1. Communications Services include data and voice circuits required to connect the IDFs to the MDF. It includes network services for the local area network, wide area network, security network, voice network and community antenna television (CATV) network. Grounding and Bonding 1. The Telecommunications Main Grounding Busbar (TMGB) will be located in the Data Center (DC) room and a Telecommunications Bonding Backbone (TBB) will connect the TMGB in the DC to the Telecommunications Grounding Busbar (TGB) in the Intermediate Distribution Frames (IDFs). A Bonding Conductor for Telecommunications (BCT) will bond the TMGB to the electrical power ground compliant with ANSI J STD607B Standards. 2. Bonding conductors from the TMGB or TGB will be installed to all communications equipment cabinets, equipment racks, raceway, cable ladder rack, cable tray, sleeves and conduits. 3. Final design and specifications for the Grounding and Bonding system shall be coordinated with the Electrical Engineer of Record. 4. Pathways for Communications Systems 5. In a typical communications outlet, one (1) 1" conduit fed to the nearest accessible ceiling then routed to the nearest overhead cable tray via cable saddles pathway. Once cables are in the cable tray, they shall be routed to the nearest IDF as indicated on the T series floor plans. a. Final design and specifications for the Pathways for Communications Systems conduit and primary cable pathway outside the IDFs shall be coordinated with other trades to avoid pathway conflicts. Identification for Communications Systems 1. All labeling will be compliant with ANSI/TIA 606-C - Administration Standard for Commercial Telecommunications Infrastructures and comply with Harris Health Systems Labeling standards. 2. Harris Health System will provide detailed description during Data Pre-construction Meeting. Communications Horizontal Cabling 1. All voice and data horizontal cables will consist of plenum rated, Category 6A, 4 pair UTP copper cables terminated on, 8P8C, Category 6A, 360-E-MOD-48-2U patch panels in the Telecommunication Rooms. The maximum horizontal distance shall be 295 feet. 2. All voice and data horizontal cables shall be Category 6A, blue in color terminated on 8P8C inserts at work area outlets. Pin out will be 568B. All information outlets inserts shall be blue in color. All Wireless Access Point (WAP) horizontal cables shall be Category 6A, blue in color terminated on 8P8C inserts at WAP outlet, and 360-E-MOD-2U panels in the Telecommunications Rooms. Patch Cords, Station Cords, and X-Connect Wire 1. 568B Patch cords used shall meet or exceed the performance requirements in ANSI/TIA-568-D.2 and ANSI/TIA-568-D Category 6A specifications. 2. 568B Category 6A 8P8C patch cords will be Contractor Furnished Contractor Installed (CFCI). Contractor will make connections in data rooms to network equipment. All remaining patch cables shall be transmitted to Owner from Contractor. Owner will distribute end user patch cables at outlets. Data Communications Equipment 1. Data communications equipment will be Owner Furnished Owner Installed (OFOI). Voice Communications Equipment 1. Voice communications equipment will be OFOI. Commissioning Administration 1. Contractor shall comply with GENERAL COMMISSIONING REQUIREMENTS of the Information Communication Technology (ICT) System. Meetings 1. Contractor shall attend Division 27 preconstruction meeting with the Owner's Representative and the General Contractor to discuss the details of the Project. 2. Contractor shall provide representation on Project Team Meetings as specified in Division 1 and by the General Contractor as required. 3. Contractor shall attend a pre-testing meeting to review testing parameters and testing documentation deliverables. 4. Contractor will provide ad-hoc representation on the Commissioning Team as required for implementation of the Commissioning Plan. 5. Within two (2) weeks of the initial meeting, the contractor shall provide a written report and project schedule to clearly document the events and responsibilities associated with the project. Preconstruction Evaluation 1. Examination of buildings and site shall be the responsibility of the Contractor. Examine conditions for compliance with Communications design specifications. Validate Communications section is in accordance with related Contract Documents and the specified Owner's operational needs. Substitutions 1. Equivalent product(s) may be considered as substitution for those products specified; however, any equivalent cabling product(s) must be approved by the cabling system manufacturer and show demonstrated and documented equivalence to the product(s) specified. 2. Documentation shall include, but is not limited to, product samples, data sheets, and actual test date. 3. The request for product substitution, as well as supporting documentation, must be submitted, in writing, prior to submitting the bid. 4. Written approval for product substitution must be submitted with the bid. Construction Documentation 1. Contractor shall coordinate requirements with General Provisions specified in Division 1 - Construction Progress Documentation. Contractor shall provide a weekly report of inspection by project RCDD to confirm Contractor's work is compliant with industry and manufacturer standards. The contractor shall install 24 strand single-mode fiber optic cable from the MDF to the IDFs. Refer to the Technology Drawings for details. The contractor shall install 100 pair 24 AWG copper cable from the 2nd floor Telephone Equipment Room to the IDFs. Refer to the Telecom Drawings for details. The contractor shall install RG-11 Coaxial Cable from the head end to the new IDFs. Refer to the Technology Drawings for details. The contractor shall install 24 strand OM3 multi-mode fiber optic cable from the MDF to the new IDFs. Refer to the Technology Drawings for details. The contractor shall install four "Green" 4 pair 24 AWG Cat 6 UTP (Overhead Paging System) copper cable from the overhead paging head end to the new IDFs. Refer to the Technology Drawings for details. Work covered by this Section shall consist of furnishing labor, equipment, supplies, materials, and testing, unless otherwise specified, in performing the following operations recognized as necessary for the installation, termination, and labeling of copper backbone infrastructure as described on the Drawings and/or required by these Specifications. The contractor shall install 24 strand single-mode fiber optic cable from the MDF to the IDFs. Refer to the Technology Drawings for details. B. The contractor shall install 100 pair 24 AWG copper cable from the 2 nd floor Telephone Equipment Room to the IDFs. Refer to the Telecom Drawings for details. C. The contractor shall install .RG-11 Coaxial Cable from the head end to the new IDFs. Refer to the Technology Drawings for details. D. The contractor shall install 24 strand OM3 multi-mode fiber optic cable from the MDF to the new IDFs. Refer to the Technology Drawings for details. E. The contractor shall install four "Green" 4 pair 24 AWG Cat 6 UTP (Overhead Paging System) copper cable from the overhead paging head end to the new IDFs. Refer to the Technology Drawings for details. F. Work covered by this Section shall consist of furnishing labor, equipment, supplies, materials, and testing, unless otherwise specified, in performing the following operations recognized as necessary for the installation, termination, and labeling of copper backbone infrastructure as described on the Drawings and/or required by these Specifications. This project consists of the successful Bidder furnishing all qualified personnel, supervision, labor, services, materials, equipment, facilities, travel, overhead and incidentals necessary for Renovation of the Open Door Mission Clinic to update the clinic space to codes, standards and American with Disability Act (ADA) requirements for Harris Health. The work to be performed by the Bidder shall include, but are not limited to, the following: Demolition of existing partitions inside the building and reconfiguring of the space for Harris Health's uses, including accessibility modifications at the restroom.
