.1 Alberta Parks is seeking a qualified consultant to plan the new future infrastructure of the lower area while evaluating the condition and integrity of the above ground infrastructure and the utility infrastructure located in Peaceful Valley Provincial Recreation Area. .2 The project will be delivered through the following phases, further described in Schedule "A" - Schedule of Services: Phase 1 - Information Gathering and Scope Definition: Gather information and review the current state of the existing Park and its infrastructure. Engage Stakeholders and staff to determine functionality of the site and its operations. Phase 2 - Assessment and Analysis: Identify, assess, analyze and recommend options for infrastructure repair, replacement, upgrade or decommissioning. Consider the financial impact to operations, capital budget planning and decision making. Develop an implementation strategy for the recommended options. Phase 3, Part I - Existing Infrastructure Assessment Reporting Prepare a comprehensive report of findings including recommended options, cost estimates and implementation strategy. Present findings to Alberta Parks. The objectives of the project are to develop cost effective options and recommendations based on detailed condition assessments and operational needs, and to determine a prioritized approach for refurbishment and upgrades of existing infrastructure within the park. Phase 3, Part II - Infrastructure Development and Facility Master Plan Conduct ground and engineering studies of the identified lower portion of Peaceful Valley to determine suitability and site constraints to construct an additional day use lodge, outdoor day use structure, trails and supporting access to the new amenities. Engagement sessions will be required with the Advisory committee during this phase. Develop implementation strategies and Class D estimates for the identified new infrastructure and required supporting infrastructure. The outcomes of this site assessment will guide the further detailed design phases outside the scope of this RFP.
