This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 24, 2025, at 9:30 AM at the Region Two/District Three Office in Ottawa. Phase I/II engineering services are required for the preparation of a Combined Design Report (anticipated to be a Categorical Exclusion) and final contract plans, specifications, and estimates for reconstruction of the I-80 interchange with Illinois 251 at Peru. The project will evaluate improvements to I-80 from the Little Vermilion river to just east of Plank Road, IL 251 from south of 31st Road to 38th Street, and the portion of May Road and Charles Street that are unmarked state routes. Phase I work is anticipated to include preparation of a Combined Design Report, Access Justification Report, Interchange Type Study, and Interchange Design Study for reconstruction of the Interchange. Intersection Design Studies are anticipated for Unytite Drive, LaSalle Rd/May Rd and 38th Street intersections with IL 251. Preparation of Bridge Condition Reports, Type, Size and Location Studies, Roadway and Structure Geotechnical Reports may be required. Work will include conducting route surveys, proposed design, crash analysis, review of geometry, maintenance of traffic, identification of safety improvements, review of bicycle and pedestrian accommodations, interchange lighting design, and drainage design. Preparing exhibits for public involvement and coordination with other agencies may be required. An in person and/or virtual public meeting is anticipated. Utility conflicts and relocations, queue and delay analysis, cost estimates, preparing plan and profile and cross section sheets, a preliminary transportation management plan, and preparation of a drainage study will be needed. A noise study may be required along with all other work necessary to complete the Combined Design Report. Phase II engineering services will include preparation of Phase II final contract plans and special provisions. Work may include preparing roadway plans, preparing structure plans, preparing lighting and traffic signal plans, identifying utility conflicts and relocations, preparing detailed staging and traffic control plans, participating in local agency and/or public coordination, reviewing shop drawings, providing quantities and detailed information to the district Estimator, and all other work necessary to complete the final contract Plans, Specifications, and Estimates. Phase II work will be included in a planned supplement. The Phase I portion is expected to be completed in 42 months and the Phase II portion is expected to be completed in 30 months. A planned Supplement for Phase II will be done near the completion of Phase I. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Freeways) Location Design Studies (Reconstruction/Major Rehabilitation) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
