Reference Number 0000286694 The RFP is an invitation to submit offers for the connection of Western owned monitoring panels to a remote Signal Receiving Centre (SRC) and the monitoring of Western fire alarm system installed in various buildings on Westerns campus by a full service ULC certified monitoring company, as further described herein. Western requires a Proponent that is full service (owns and operates its own SRC) ULC compliant that can demonstrate continuous improvement of their services both ULC required and non-ULC enhanced customer features including email/text/phone notifications and web/app-based access to review system status-activity log and take systems in/out of service eliminating the need to call an operator unless preferred. Although this RFP is facilitated specifically for Western Special Constable Services, other Western faculties or departments may be interested in the services offered in the future. As such, it is expected the successful Proponent will provide the services of this RFP to all Western faculties and departments. Require a smooth, efficient, collaborative transition process from existing vendor resulting in minimal down-time/disruption of service Collaborative customer service for installation of new equipment, repair, troubleshooting, queries, billing, service etc. with local technicians and defined individuals/departments to contact and quick turnaround The successful Proponent will remotely monitor for Fire Alarm, Fire Alarm Trouble and Fire Alarm Supervisory conditions that complies with the following standards: CAN/ULC-561 “Installation and Services for Fire Signal Receiving Centers and Systems” CAN/ULC 559 Equipment for Signal Receiving Centers and Systems A service technician on staff shall perform all servicing, repairs and annual maintenance of the fire alarm monitoring equipment The successful Proponent will have a server housing a web-based program that will allow secure remote viewing using web and app-based software. WSCS may opt to have the flexibility to view alarm information and activity in real time. FS and AP will access this program via smart phone application for purposes of placing systems on test i.e. taking entire accounts or individual monitoring zones (Alarm, Trouble, Supervisory) in and out of service and to review system status and activity log information in real time. The successful Proponent must allow for and have an existing active and proven solution for secondary customer enhanced notifications including phone, email, and text notifications beyond ULC requirements for system conditions including but not limited to: alarms, troubles, supervisory, communication failure, low battery, wiring fault etc. The successful Proponent will: Work with FS to develop a list of AP and generate the appropriate passwords for each AP Interface with Western owned ST and program the system to communicate with the SRC and verify that the installations confirms to the ULC standards Use ULC approved methods of communications for the monitoring of Western buildings, The successful Proponent will use the Western owned LAN network to support one path or mode of communications with the ULC listed alarm monitoring equipment using Passive Internet IP technology with Cellular communications as back up. Where Western’s LAN does not exist, the communication method will be Active Cellular The successful Proponent must be capable of providing customer accessed secure remote viewing using web/app-based software. WSCS, FS, and AP staff will require the flexibility to view alarm information and system activity in the real time. FS and AP personnel will access this program via smart phone application for purposes of placing systems on test i.e. taking entire accounts or individual monitoring zones (Alarm, Supervisory, Trouble) in and out of service and to review system status and activity log information in real time. The successful Proponent will provide the personnel of WSCS, FS, and AP a username and password in order to access this web and app-based program. The successful Proponent’s web server that houses the information must be secure, have the capability to encrypt and decrypt messages to protect them against third party tampering Monitor for Fire Alarm, Fire Alarm Trouble and Fire Alarm Supervisory conditions The monitoring capabilities and SRC will be capable of receiving signals in all industry standard formats Each system will be continuously monitored to ensure compliance with ULC requirements. If ULC compliance is not being met the designated KH shall be notified immediately as per the system specific service direction form All programming at the successful Proponent’s SRC will identify the proper individual building location. The estimated annual budget for this project/service is $120,000 plus HST. The term of the Agreement is to be for a period of five (5) years, with an option in favour of Western to extend the Agreement on the same terms and conditions for an additional term of up to two (2) additional one (1) year terms.
