This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 23, 2025, at 11:00 AM at the Region Five/District Nine Office in Carbondale. Phase I/II engineering services are required on various projects throughout District Nine. Phase I/II engineering services are required to provide Phase I work, if required, may consist of conducting route surveys, hydraulic surveys, draiage studies, hydraulic analysis, geometric studies, preparing bridge condiition reports, and preparing project reports (categorical exclusion project only). This work will include data collection, develoment of alignment alternatives, cost estimates, traffic management analysis, accident analysis, brige condition reports, TS&L, and orther related work and exhibits necessary to produce the Projec Report, as necessary. Phase II work, if required, may consist of conducting route surveys, hydraulic analysis, geometric studies, roadway plans, highway lighting, ADA plan development, and any other related work to complete final lans, specification, and estimates, as necessary. The estimated engineering fee for this project is $3,147,000. The completion date for this contract will be 60 months after authorization to proceed. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Rehabilitation) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
