Pre-Bid Meeting: A virtual Non-Mandatory Pre-Bid conference will be held via Teams at Microsoft Teams Meeting: Meeting ID: 212 924 082 527 Passcode: 49EH9nE9 Bids will be received on a price basis as set forth in the Bid Proposal. No Bid may be withdrawn within a period of 60-days after the date fixed for opening Bids. The project is expected to be commenced within 10-days after the Notice to Proceed. Completion of the Work is required as specified in the Agreement. Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Bid Security in the amount of 5% the total Bid Price must accompany each Bid in the form specified in the Instructions to Bidders. Within 5-business days of the date of the Notice of Award, the successful Bidder will be required to furnish Performance Bond and a Payment Bond in the amount of 100% of the Contract Amount, guaranteeing faithful performance and the payment of all bills and obligations arising from the performance of the Agreement. No Bids will be considered which are received after the time indicated. The Owner reserves the right to reject any and all bids or to accept that bid or combination of bids, if any, which in its sole and absolute judgment will under all circumstances best serve the Owner's interest. No Bid will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by the Owner. Patching: Saw cut and remove asphalt from roadway section, patch with GR S and SX hot mix asphalt pavement and compacted aggregate base course per the Town of Frederick Design Standards and Construction Specifications (Table 500-12) based on the roadway's designation (i.e. Arterial, Collector, Local) (Table 500-11). Re-compaction of aggregate base and subgrade preparation shall be included in the cost of the asphalt patch. Addition of tonnage should budget permit. Manholes and water valve boxes in patching areas shall be raised, if necessary, to the asphalt surface per the Town of Frederick Design Standards and Construction Specifications. Typical patching for this contract includes equal amounts of crack patching of 3-ft width and variable size block patching 6 to 12-ft in lane width in varying travel lengths Milling: Extents of milling operations shall be identified and marked by Town Engineer prior to any work. All mill operations shall achieve a roadway crown of a 1% minimum and may consist of variable depths with minimum of 2.0-inches at edge of asphalt where identified. The Overlay shall be type Grade SX asphalt. The overlay shall have a 2% crown. Patching in Milling Area: Following milling operations areas identified for patching shall be saw cut or roto-milled and with removal of asphalt from roadway section, compact aggregate base course and patch with GR S hot mix asphalt pavement per the Town of Frederick Design Standards and Construction Specifications (Table 500-12) based on the roadway's designation (i.e. Arterial, Collector, Local) (Table 500-11). Removal of asphalt, re-compaction of aggregate base and subgrade preparation shall be included in the cost of the asphalt patch. Manholes and water valve boxes in patching areas shall be raised, if necessary, to the asphalt surface per the Town of Frederick Design Standards and Construction Specifications. Typical patching for this contract includes equal amounts of crack patching of 3-ft width and variable size block patching 6 to 12-ft in lane width in varying travel lengths. Overlay: All overlay operations shall be a minimum of 2.0-inches where identified. The overlay shall be type Grade SX asphalt and overlay shall have a finish roadway crown of 2%. Manholes and water valve boxes in overlay areas shall be raised, if necessary, to the asphalt surface per the Town of Frederick Design Standards and Construction Specifications. Manholes, Valve Boxes and Existing Thermoplastic Markings: Manholes, valve boxes, and thermoplastic markings shall be covered with an appropriate material during the operation and shall be removed immediately after pavement operations. Manholes and valve boxes in patched areas shall be raised, if necessary, to the asphalt surface per the Town of Frederick Design Standards and Construction Specifications. Pavement Markings: Striping and thermoplastic pavement markings plan and field layout shall be approved by the Town Engineer prior to application. Repaint, replace or install all striping and thermoplastic markings removed during patching or mill and overlay applications. These shall include all yellow center and white shoulder striping as well as stop bar, crosswalk or other existing thermoplastic markings as applicable in a plan to be approved by the Town prior to application. Striping quantity should cover at minimum 100 sf/gal to a max of 110 sf/gal. Striping shall be epoxy. Any removal of pavement markings shall be completed.
