All bid proposals shall be accompanied by a bid proposal deposit in a cashier's check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Ellensburg. The engineer's range for the project is $2,850,000 to $3,150,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The project consists of furnishing all labor, materials, equipment, and other miscellaneous items to plane existing roadway surfaces and overlay with Hot Mix Asphalt; remove existing pavement; remove and replace cement concrete curb and gutter, sidewalks and ADA Ramps; install pavement markings; install video detection systems at three intersections and retrofit two intersections, perform traffic control; and other miscellaneous items necessary to complete this project. Responsibility and competency of bidders and their subcontractors will be considered in making the award. All documents received in response to this invitation to bid will become a matter of public record subject to the Washington public disclosure act under chapter 42.56 RCW. No bidder may withdraw their bid after the hour set for the opening thereof or before the award of contract, unless said award is delayed for a period exceeding sixty days. NTP latest is March 31, 2025. Submittals will be equally evaluated and ranked based on the following criteria (20 points each): 1. Qualifications of key personnel 2. Eastern/Central Washington testing experience related to regional material vendors 3. Availability of personnel 4. Testing Facilities and certifications 5. Past performance/references. No submittals will be accepted after that time.
