RFP - Brownfields Area-Wide Revitalization Planning Project INTRODUCTION In May of 2024, the Town of East Hartford was awarded a Brownfields Area-wide Revitalization (BAR) Grant by the Connecticut Department of Economic and Community Development (DECD) Office of Brownfield Remediation and Development (OBRD). BAR is a program that encourages communities to consider areas such as neighborhoods, downtowns, waterfront districts, or other sections with multiple brownfields and to develop strategies to assess, clean up, and reuse the parcels for business, housing, and public amenities that will generate jobs and revenues and revitalize the entire area. The focus of the Town's BAR project is the Burnside and Church Street village area. Questions concerning this Request for Proposals must be submitted by email to menman@easthartfordct.gov by 4:00 pm on February 13th, 2025. Responses to questions will be posted to the Town's Development Department Brownfields webpage and Purchasing Department webpage at online. PROJECT SCHEDULE The BAR Plan must be completed within an 18-month period. It is anticipated that the consultant will begin the project upon contract execution in winter 2024. Consultants are advised that they will be required to comply with all applicable federal, state, and local requirements based upon the final funding agreements for the BAR Grant. The right is reserved to reject any or all bids when such action is deemed to be in the best interest of the Town of East Hartford, Connecticut.
